Anal <br />The purchase and sale agreement with Eden Township Healthcare District requires that the City <br />install a number of improvements, including a traffic signal at the entrance to San Leandro <br />Hospital and the Senior Center at 138`x' Avenue and East 14`i' Street. These improvements will <br />be undertaken as part of Phase 1 of the project. <br />Current Citv Council Polic <br />• The project is consistent with the Five -Year Implementation Plan adopted by the <br />Redevelopment Agency (RDA) <br />• The proposed senior center project is consistent with the criteria of California <br />Redevelopment Law at Health and Safety Code Section 33445 for the use of RDA funding <br />Previous City Council Action(s) <br />• On September 3, 2002 by Resolution No. 2002-120, the City Council approved a contractual <br />services agreement with Group 4 Architecture for a needs assessment and conceptual design <br />• On May 3, 2004 by Resolution No. 2004-065, the City Council approved the FY 2004-05 <br />HUD Consolidated Action Plan, which included $1,750,000 for land acquisition, design <br />development, and improvements for the senior center <br />• On December 6, 2004 by Resolution No. 2004-23, the Redevelopment Agency (RDA) <br />adopted the 2004-2009 Implementation Plan for the Project Area, which identifies the Senior <br />Center Phase 1 Improvements, Project No. 06-210-18-116 and similar public improvements <br />as being of the highest priority in implementing the objectives of the RDA to eliminate or <br />reduce blight and blighted conditions presently existing in the Project Area <br />• On December 19, 2005 by Resolution No. 2005-163, the City Council authorized the City <br />Manager to enter into negotiations to purchase property for a new senior center <br />• On February 6, 2006, the City Council referred the design contract to the Facilities <br />Committee <br />• On March 6, 2006 by Resolution No. 2006-022, the City Council approved a contractual <br />services agreement with Group 4 Architecture for completion of construction documents <br />• On July 2, 2007 by Resolution No. 2007-091, the City Council authorized the use of RDA <br />funds, approved the plans and specifications, and called for bids on Phase 1 of the project <br />• On September 4, 2007 by Resolution No. 2007-117, the City Council awarded the Phase 1 <br />construction contract to O.C. Jones <br />City Council Committee Review and Action <br />• The Facilities Committee reviewed the conceptual plans for the site and building in 2003 <br />• The Facilities Committee reviewed the design contract and fee in February 2006 <br />• On February 28, 2007, the final conceptual exterior elevations, floor plan, and layout of the <br />senior center project were presented and approved by the Facilities Committee. Inclusion of <br />provisions to allow the senior center to serve as an emergency operations center during a <br />state of emergency was also approved <br />• Plans for Phase 2 will be presented to the Facilities Committee and Senior Commission as <br />they are developed <br />
