To determine the percentage of responsibility for the improvements between the City a~1d future <br />developments, Dowling Associates was hired to complete a traffic study. The latest version of <br />the ACCMA Countywide Demand Model with Associated Bay Area Governments (ABAG) <br />Projections 2005 Land Use Data was used to perform the analysis, which included projections <br />for 2030 conditions. The traffic study identified overall traffic growth and traffic growth that <br />would be attributed to the Medical-Retail Complex. The study provided a percentage that was <br />used to determine the fair share portion of the interchange cost that would be the responsibility of <br />Kaiser. This percentage was then used with the current preliminary cost estimate to determine <br />Kaiser's fair share. <br />Kaiser has offered to forward its fair share for the construction of the interchange in advance of <br />receiving the entitlements for the Medical-Retail Complex. Kaiser has made this offer to <br />facilitate the completion of the interchange in coordination with the completion of the Medical- <br />Retail Complex.
