To determine the percentage of responsibility for the improvements between the City a~1d future
developments, Dowling Associates was hired to complete a traffic study. The latest version of
the ACCMA Countywide Demand Model with Associated Bay Area Governments (ABAG)
Projections 2005 Land Use Data was used to perform the analysis, which included projections
for 2030 conditions. The traffic study identified overall traffic growth and traffic growth that
would be attributed to the Medical-Retail Complex. The study provided a percentage that was
used to determine the fair share portion of the interchange cost that would be the responsibility of
Kaiser. This percentage was then used with the current preliminary cost estimate to determine
Kaiser's fair share.
Kaiser has offered to forward its fair share for the construction of the interchange in advance of
receiving the entitlements for the Medical-Retail Complex. Kaiser has made this offer to
facilitate the completion of the interchange in coordination with the completion of the Medical-
Retail Complex. Kaiser recognizes the benefit of coordinating the construction of the
interchange with the HOV lane project, and an MOU has been prepared to detail the
understandings between the City and Kaiser for forwarding its fair share of the cost and for
completing the review for the Medical-Retail Complex.
Current City Council Policy
Not Applicable
Previous City Council Action(s)
On July 30, 2007 by Resolution No. 2007-107, the City Council approved a contractual
services agreement between the City of San Leandro and EIP Associates, a division of
PBS&J, to prepare the environmental impact report for ICI Development's retail and mixed-
use residential development in San Leandro
City Council Committee Review and Action
• Presented to the City Council Facilities and Transportation Committee on December 12,
2007
Applicable General Plan ,Policy
• 13.03 Mitigation of Development Impacts
• 16.02 Leve] of Service
20.0] Coordination with Regional Agencies
• 20.07 Coordination of Public Works Projects
Permits and/or Variances Granted
Not Applicable
Environmental Review
Not Applicable
