MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 17, 2008 <br />Transportation Authority (ACTA) work to accelerate the expenditure on outstanding <br />projects. <br />Mayor Santos also announced that the East Bay Dischargers Authority (EBDA) will be <br />meeting this Thursday. There will be a discussion on the Union Sanitary District <br />becoming EBDA's treasurer. He suggested that the City Council hold a work session to <br />discuss the future of EBDA, and he noted that EBDA's General Manager will be <br />leaving at the end of April. <br />B. Reports on Conferences and Seminars <br />Councilmember Gregory thanked the citizens of San Leandro for sending him and other <br />members of the City Council to the annual "lobbying on the hill" and the National <br />League of Cities Conference. Councilmember Gregory reported on some of the <br />workshops he attended, including early childhood education, safe routes to schools, and <br />climate change strategies. He named some the speakers, and commented that Donna <br />Brazile was particularly captivating. <br />Vice Mayor Grant reported that she also attended the National League of Cities <br />Conference and annual lobbying and met with San Leandro's Congressional <br />representatives. She attended sessions on immigration, the federal budget, and <br />homeownership and the foreclosure crisis. Vice Mayor Grant agreed that Donna Brazile <br />was both poignant in her analysis and comic in her delivery, and Cynthia McCollum <br />delivered a great opening speech. <br />Councilmember Souza reported that she also attended the National League of Cities <br />Conference and enjoyed the visits with the City's Congressional representatives. She <br />reported on the sessions she attended on immigration and legal updates, and commented <br />that Mark Shields was also an engaging speaker. <br />Councilmember Starosciak reported on her attendance at the National League of Cities <br />Conference, commenting that, in its lobbying efforts on behalf of the City, the <br />delegation was able to effectively demonstrate the regional aspects of San Leandro's <br />projects to its federal legislators. She attended a session by the National Organization to <br />Insure a Sound Controlled Environment (NOISE), which is comprised of cities located <br />near airports, and she noted that the Oakland Airport Community Noise Management <br />Forum received the Community of the Year Award in 2007 from NOISE. <br />Councilmember Starosciak also reported on a session she attended on violence and <br />crime trends. <br />Mayor Santos reported that he also attended the National League of Cities Conference. <br />He attended the session by NOISE, and hand-delivered a letter from the Oakland <br />Airport Community Noise Management Forum. Mayor Santos attended a session on <br />Operation Phoenix, as well as the Energy, Environment and Natural Resources <br />Committee meeting and NLC Board meeting. He described his 22-hour trip home, <br />including an eight-hour layover in Denver. <br />
