Infill Infrastructure Grant Resolution 2 <br />21, 2008 <br />grant application the City Council adopted resolutions for on March 3, 2008. That application <br />was for a different funding stream. <br />BACKGROUND <br />• On September 4, 2007, after a 20-month planning effort, the City Council adopted the <br />TOD Strategy, which specifically identified opportunity sites with housing, office and <br />mixed-use development potential. The parcels associated with this grant application are <br />part of Opportunity Site 24 and Site 17. <br />• On February 4, 2008, the City of San Leandro, the Redevelopment Agency, San Francisco <br />Bay Area Rapid Transit District (BART) and Westlake Development Partners, LLC entered <br />into an Exclusive Negotiating Agreement to assess the feasibility of development on the <br />developer's property, the East BART Parking Lot and other BART-owned surface parking <br />areas in a manner consistent with the goals and objectives of the TOD Strategy. <br />• On March 3, 2008, the City Council and Redevelopment Agency approved a resolution <br />supporting the city's application for funds through the Prop 1 C TOD Housing <br />Infrastructure Grant Program, as distinguished from this resolution which is a grant <br />application being made pursuant to the Prop 1C TOD Infill Infrastructure Grant Program. <br />• Westlake Development Partners, LLC would be the master developer for San Leandro <br />Crossings, and would utilize a phased approach and consolidation of BART parking and <br />shared parking. The grant application would be for modifications to San Leandro <br />Boulevard sidewalk, median and street designs; to install street trees and other <br />landscaping; improve the right-of--way along W. Juana Avenue, Carpentier Street, Parrot <br />Street and Martinez Street; and provide for other public infrastructure improvements in <br />support of the proposed San Leandro Crossing mixed use project. <br />• The BART parking lot on the east side of San Leandro Boulevard was identified as an <br />opportunity site in the TOD Strategy; however the parking needs to be replaced. <br />Replacement of the parking is expensive, with costs of approximately $30,000 per space <br />in structured parking. The Prop 1C TOD Infill Infrastructure Grant application provides <br />an avenue for funding of this replacement parking. <br />• The deadline for this resolution is May 4, 2008. The resolution will complete the <br />application packet for the Prop 1 C TOD Infill Infrastructure grant. <br />_Current City Council Policy <br />Not applicable. <br />Previous City Council Action(s) <br />On February 4, 2008, the City Council and Redevelopment Agency approved an Exclusive <br />Negotiating Agreement with BART and Westlake Development Partners, LLC.
