2. Update on Utility Undergrounding Five-Year Plan <br />Keith Cooke gave a PowerPoint presentation regarding the Utility Undergrounding <br />Five-Year Plan. (Rule 20) Keith explained what the last project was West Estudillo <br />Avenue and what staff believes our next project is going to be. He explained that the <br />problem with undergrounding is that it is very expensive. The PUC has regulated the <br />amount of undergrounding that can occur at a time, by establishing Rule 20A. City <br />uses Rule 20A to fund our programs. The requirements are that the undergrounding <br />must be done on primary streets with high volume pedestrian or vehicle traffic, or <br />access to scenic areas. <br />Discussion ensued. Uche Udemezue explained that the problem the City has is with the <br />cost. If funding was available, it would be ideal to have everything done on East 14th <br />Street. Keith explained that it will be 5 years before the streets on the list are finished, <br />but other will follow. It all depends on funding. John Jermanis stated that staff will be <br />looking at redevelopment and CDBG funds, but that will be discussed with the Finance <br />Committee with regards to bond issues. Mayor Santos would like entryways into the <br />City, such as San Leandro Boulevard, Washington Avenue, Doolittle Drive and <br />Bancroft to be looked at. John Jermanis explained that there may be opportunities <br />depending on funding. <br />Councilmember Starosiak asked what the responsibility of property owners is. Uche <br />explained that property owners are obligated to connect to the underground facilities. It <br />is the responsibility of the property owners, but the city can look at the possibility of <br />helping them out with loans or grants to achieve the project being done a little more <br />orderly. The cost is not overwhelming at approximately $1,500 to $3,000. <br />Councilmembers asked for maps of where undergrounding has currently been in place. <br />Keith Cooke asked for affirmation of the project from the committee and will present to <br />the City Council. <br />3. Discussion Regarding Green Building Ordinance <br />Sally Barros gave a PowerPoint presentation regarding the Green Building Ordinance <br />explaining the advantages and perceived advantages of the ordinance. Sally explained <br />that staff would like develop the ordinance for the City. The ordinance would bring us <br />in line with other Bay Area cities and counties. Staff would like to take this issue to the <br />City Council in May and is asking for comments and feedback from the committee <br />before then. <br />Discussion ensued. Councilmember Starosiak asked if there was an impact to the <br />Senior Center. Sally explained that the bid documents for the Senior Center already <br />required that the building be LEED certified, but staff is looking for a Silver <br />certification but will have a better picture when in plan check. Uche stated that it will <br />be the goal to have a Silver certification and explained that the rating includes <br />
