DRAFT MINUTES
Page 12
City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment
April 21, 2008
Agency Joint Meeting

Councilmember Souza reported that she also attended Legislative Action Days, at which
there was much discussion about the budget crisis. She and Vice Mayor Grant met with
Assemblymember Hayashi. Councilmember Souza stated that she would like the
Council to continue looking into hiring a State lobbyist. She passed information on
revenue generating ideas to Councilmember Starosciak, as she is a member of the ad
hoc committee.

Vice Mayor Grant noted that she and Councilmember Souza were able to meet with
Assemblymember Hayashi exclusively for 20-30 minutes before the rest of the East Bay
delegation joined them.

C. Reports on Empowerment Funds

Councilmember Souza reported that she contributed $200 from her Community
Empowerment Funds to the Arroyo High School Swim Team, $200 to the Arroyo High
School DECA program, $300 to Building Futures with Women and Children, and $300
to Building Futures with Women and Children for the April Showers program.
Councilmember Souza requested that Citizens for a Safer San Leandro be added to the
list of eligible recipients for Community Empowerment Funds.

Vice Mayor Grant asked if the Community Empowerment funds carry over from year to
year. Mr. Jermanis replied that the Funds do not carry over.

D. Reports on City Council Committees

Accepted
1. Facilities and Transportation Committee Meeting of March 25, 2008.
as submitted.

Councilmember Prola commended Planner III Sally Barros for bringing forward
the Green Building Ordinance. He commented that he would like to see the City
try to achieve the Silver LEED standard for the Senior Center, and someday
achieve a Gold standard for future City buildings.

Mayor Santos commented that the City should develop a plan for using solar
technology. He announced that a local auto dealership will be lending him an
electric car to test drive tomorrow, and an electric car dealership will be opening
in San Leandro on June 1.

Councilmember Starosciak commented that the tree at the corner of Wengate and
Manor is still supporting a utility line, even though she was told by AT&T that the
situation was temporary. She is now being told that the line will be removed from
the tree by May 30.

Councilmember Souza commented on the difficulty in getting answers to the
questions that the Facilities and Transportation Committee has asked of AT&T.
