DRAFT MINUTES <br /> Page 5 <br />City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />April 21, 2008 <br />Agency Joint Meeting <br /> <br /> <br />Helen Kim, San Leandro resident <br />, addressed the City Council, expressing concern about <br /> <br /> <br />Lou Filipovich, San Leandro resident, <br />addressed the City Council, commenting on the <br />rules for public comments and the Brown Act. Mr. Filipovich commented on the minutes of <br />the April 7, 2008 City Council meeting and the lack of enforcement provisions in the State <br />Code of Fair Campaign Practices. <br /> <br />Audrey Albers, San Leandro resident, <br />addressed the City Council, commenting on the <br />importance of dredging the Marina harbor. Ms. Albers commented that there is a great deal <br />of public support for dredging the harbor, and she stated that the issue should be addressed at <br />a public hearing. <br /> <br /> <br /> 6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. Jermanis responded to the comments about the Marina dredging, stating that no final <br />decision has been made yet. The Shoreline-Marina Committee will discuss the issue further <br />at its meeting tomorrow. The Fire Department has indicated that they would like to maintain <br />access to the airport from the Marina harbor. Mr. Jermanis stated that the City has $1.6 <br />million in federal funding; however, the cost to remove the dredged material is about $7 <br />million, and is the main hindrance to moving forward with the dredging. <br /> <br />Mr. Jermanis reported that Wal-Mart has applied to the Department of Alcoholic Beverage <br />Control to sell wine and beer at its West Gate store. He stated that he has provided <br />information to the Council about the pledge by Wal-Mart during the 1998 permit approval <br />process. Wal-Mart had pledged not to sell hard liquor, firearms or groceries. <br />Regarding the Superior Avenue and MacArthur Boulevard street improvements from Durant <br />to Dutton, Mr. Jermanis noted that there is a phase missing, which is the Superior to the <br />freeway portion of the Caltrans right-of-way. Mr. Jermanis indicated that the design is <br />underway, and will be approved by both the City Council and Caltrans, but construction is <br />still a few years away. Another phase of the improvements yet to be completed will extend <br />from Durant to Estudillo. <br />Mr. Jermanis reported that there have been a number of concerns regarding Bristol Boulevard <br />that have been brought to the <br />Section. Mr. Jermanis expressed appreciation to the Bristol Boulevard residents for their <br />efforts to form a Neighborhood Watch group. He reported that Community Compliance has <br />been in contact with Ms. Evans, the owner of the subject property, as well as with members of <br />her church. They have indicated that the property will be cleaned up by April 30, and the City <br /> <br /> <br /> <br /> <br />
