MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-Apri17, 2008 <br />City Attorney Williams reported that the closed session agenda was amended to include <br />a discussion of the litigation in the matter of the International Church of the Foursquare <br />Gospel v. City of San Leandro. Due to the need to take immediate action, which came <br />to the City's attention after the agenda was posted, the City Council unanimously voted <br />to take the matter under discussion. <br />There were no reportable actions taken in closed session. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Starosciak reported that at the CMA meeting, the Board reviewed a <br />draft of the Transportation Fund for Clean Air budget. She noted that the budget <br />showed $80,000 for the LINKS program, and there are indications that there may be <br />even more money available for the program. <br />Councilmember Prola reported on the Port Aviation Committee meeting on March 24. <br />It was reported at the meeting that FedEx will have a representative at the April 16 <br />Forum meeting to discuss the phase out of the 727 and older fleet aircraft. It was also <br />reported that 71 homes have completed, 60 homes on the waiting list, and 59 slots <br />remaining, in the noise insulation program. The Runway 9 night flights will also be <br />discussed at the April 16 meeting. <br />Mayor Santos reported that, at the meeting of the Alameda County Waste Management <br />Authority (WMA), the Board reviewed legislation that is going through the State <br />Assembly. He reported that WMA is expected to support AB 2058, which will require <br />large grocery stores and pharmacies that distribute free plastic bags to meet phased <br />diversion and reduction benchmarks, with a goal of 35% diversion by 2012. Mayor <br />Santos recalled that Councilmember Stephens had suggested that the City consider a <br />ban on plastic shopping bags, and he requested that staff look into the matter. <br />B. Reports on Conferences and Seminars <br />Vice Mayor Grant reported that she will attend caucuses and workshops during <br />Legislative Action Days. At the Mayor's request, Vice Mayor Grant agreed to pay a <br />visit to the City's legislative representatives as well. <br />C. Reports on Empowerment Funds <br />Councilmember Gregory reported that he contributed $500 from his Community <br />Empowerment Funds to Building Futures with Women and Children for the Interfaith <br />Homeless Network's April Showers program. <br />
