Cooke, Principal <br />artment <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo :` Jermanis <br />Ci~~ ~ anager <br />RESOLUTION AUTHORIZING SUBMISSION OF A REQUEST TO THE METROPOLITAN <br />TRANSPORTATION COMMISSION (MTC) FOR THE ALLOCATION OF FISCAL YEAR <br />2008-09 TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 <br />PEDESTRIAN/BICYCLE PROJECT FUNDS <br />SUMMARY AND RECOMMENDATION <br />Annually, the City of San Leandro (City) applies for TDA funding from the MTC for pedestrian <br />improvements throughout the city. The grant monies are paid in arrears of any capital <br />improvements and require advanced funding through the grant fund. <br />It is recommended that the City Council adopt a resolution approving the submitted project and <br />authorizing the City Manager or his designee to submit a request to the MTC for the allocation of <br />Fiscal Year 2008-09 TDA Article 3 Pedestrian/Bicycle project funds. <br />BACKGROUND <br />In the nine-county bay region, the MTC makes TDA funds available for pedestrianlbicycle <br />purposes. The MTC makes annual allocations of TDA Article 3 funds to eligible claimants after <br />review of applications submitted by counties or congestion management agencies. Alameda <br />County is responsible for submitting an annual program of projects that are initiated by each city <br />in the county. <br />Analysis <br />Annually, the City applies for TDA grant funds from the MTC for pedestrian improvements <br />throughout the city. The TDA grant funds are distributed by population. The City is entitled to <br />$65,939 for this next fiscal year. Additionally the City will request $30,000 of its 2009-10 Fiscal <br />Year allocation for a total allocation of $95,939. The City is eligible for early allocation due to <br />the fact that other Alameda County jurisdictions were not using their allocations this year. <br />The TDA funds will be used to install the following: handicap ramps, sidewalk, sidewalk bulb- <br />outs, pedestrian safety signage, accessible pedestrian traffic signals, and lighted crosswalks at <br />various locations citywide.
