MINUTES Page 11 City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment Agency Joint Meeting-Apri121, 2008 Councilmember Starosciak reported that on Thursday, April 24, the Congestion Management Agency (CMA) Board will authorize its Executive Director to sign the right-of--way cooperative agreements with Caltrans for the I-580 sound wall project. Construction on the project is anticipated to begin this fall, and Councilmember Starosciak has requested that CMA hold a community meeting to update residents on the project. Councilmember Starosciak also reported that the Plans and Programs Committee passed the final draft to the CMA Board to authorize $165,000 to the LINKS Shuttle Program. She expressed appreciation to Principal Engineer Keith Cooke for submitting the Transportation Fund for Clean Air grant application . Councilmember Prola reported that he attended a meeting of the Alameda County Mosquito Abatement District Board. About 83,000 assessment ballots, or about 24%, have been returned so far. Councilmember Prola reported that on April 16, he attended the Oakland Airport Noise Forum. He noted that, very early that same morning, Mayor Santos had been awakened by some noisy FedEx aircraft. A representative from FedEx was present at the meeting, and reported that the company's 727s will be officially phased out in 2015. The 727s will be replaced with 757s, which are about 15 decibels quieter. Mayor Santos reported that he attended a meeting of the East Bay Economic Development Alliance. The guest speaker was Dr. George Miller, director of the Lawrence Livermore National Laboratory. Mayor Santos reported that the East Bay Dischargers Authority (EBDA) is trying to hire an interim General Manager, and he will miss tomorrow's Shoreline-Marina Committee meeting as it conflicts with a special EBDA meeting. Mayor Santos indicated that the EBDA Joint Powers Agreement was signed in the early 1970s and will need to be reformed. Once revised, the agreement will come to the City Council for approval. Councilmember Gregory reported that he and Councilmember Souza attended the Alameda County Fire Commission meeting, at which Fire Chief Sheldon Gilbert gave the Commission a presentation on the budget. B. Reports on Conferences and Seminars Councilmember Gregory reported that he attended a California Redevelopment Association seminar in Pleasanton on April 9 and 10, and received an introduction to the increment tax and other features of redevelopment. Vice Mayor Grant reported that on April 17, she stopped by the Alameda County Transportation Improvement Authority (ACTIA) public forum in Hayward. On April 16, Vice Mayor Grant and Councilmember Souza attended the League of California Cities Legislative Action Days. They met with Assemblymember Hayashi, attended the African American Caucus luncheon and heard from Speaker-Elect Karen Bass, and met with colleagues from other East Bay cities.
