MINUTES Page 11 <br />City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />Agency Joint Meeting-Apri121, 2008 <br />Councilmember Starosciak reported that on Thursday, April 24, the Congestion <br />Management Agency (CMA) Board will authorize its Executive Director to sign the <br />right-of--way cooperative agreements with Caltrans for the I-580 sound wall project. <br />Construction on the project is anticipated to begin this fall, and Councilmember <br />Starosciak has requested that CMA hold a community meeting to update residents on <br />the project. Councilmember Starosciak also reported that the Plans and Programs <br />Committee passed the final draft to the CMA Board to authorize $165,000 to the <br />LINKS Shuttle Program. She expressed appreciation to Principal Engineer Keith <br />Cooke for submitting the Transportation Fund for Clean Air grant application . <br />Councilmember Prola reported that he attended a meeting of the Alameda County <br />Mosquito Abatement District Board. About 83,000 assessment ballots, or about 24%, <br />have been returned so far. Councilmember Prola reported that on April 16, he attended <br />the Oakland Airport Noise Forum. He noted that, very early that same morning, Mayor <br />Santos had been awakened by some noisy FedEx aircraft. A representative from FedEx <br />was present at the meeting, and reported that the company's 727s will be officially <br />phased out in 2015. The 727s will be replaced with 757s, which are about 15 decibels <br />quieter. <br />Mayor Santos reported that he attended a meeting of the East Bay Economic <br />Development Alliance. The guest speaker was Dr. George Miller, director of the <br />Lawrence Livermore National Laboratory. Mayor Santos reported that the East Bay <br />Dischargers Authority (EBDA) is trying to hire an interim General Manager, and he will <br />miss tomorrow's Shoreline-Marina Committee meeting as it conflicts with a special <br />EBDA meeting. Mayor Santos indicated that the EBDA Joint Powers Agreement was <br />signed in the early 1970s and will need to be reformed. Once revised, the agreement <br />will come to the City Council for approval. <br />Councilmember Gregory reported that he and Councilmember Souza attended the <br />Alameda County Fire Commission meeting, at which Fire Chief Sheldon Gilbert gave <br />the Commission a presentation on the budget. <br />B. Reports on Conferences and Seminars <br />Councilmember Gregory reported that he attended a California Redevelopment <br />Association seminar in Pleasanton on April 9 and 10, and received an introduction to <br />the increment tax and other features of redevelopment. <br />Vice Mayor Grant reported that on April 17, she stopped by the Alameda County <br />Transportation Improvement Authority (ACTIA) public forum in Hayward. On April <br />16, Vice Mayor Grant and Councilmember Souza attended the League of California <br />Cities Legislative Action Days. They met with Assemblymember Hayashi, attended the <br />African American Caucus luncheon and heard from Speaker-Elect Karen Bass, and met <br />with colleagues from other East Bay cities. <br />
