FY 200$-10 Community Assistance Grant 3 May 1, 2008 <br />• Agency did not attend the mandatory applicant presentation meeting. <br />• Concern about the capacity of the organization to fulfill the grant requirements. <br />• As funding is limited, the Commission gave higher priority to basic needs services. <br />St. Peter's Adult Day Care <br />Provides adult day care services to moderate -low income frail and elderly. <br />• St. Peter's has a long history ofnon-conformance with grant expectations. The <br />Commission did not recommend funding in the 2002-04 grant cycle because St. <br />Peter's submitted their application after the deadline and for failure to submit timely <br />reports. St. Peter's appealed the decision to the City Council. Funding was reinstated <br />at a reduced level and St. Peter's was given performance expectations. <br />• Again in 2006, St. Peter's was asked to meet with the Human Services Commission <br />for failure to submit timely reports, attend meetings and lack of communication by <br />the Executive Director. St. Peter's again agreed to meet performance standards. <br />Although reports are now being submitted on time, the Executive Director usually <br />sends staff to attend the quarterly Directors Meetings and is not present during <br />monitoring site visits. <br />• The Commission continues to have concerns about St. Peter's Adult Day Care. For <br />the 2008-10 grant application, the Executive Director sent staff to attend the <br />mandatory presentation meeting. The staff was not able to answer all of the <br />Commission's questions. St. Peter's appealed the Commission recommendation and <br />had further opportunity to clarify their proposal at the March 26 Commission <br />meeting. <br />• The Commission heard St: Peter's appeal and upheld their original decision to not <br />recommend funding for St. Peter's for the following reasons. Funding for the <br />Community Assistance Grant program is limited and the process is very competitive. <br />There is no guarantee that previously funded agencies will continue to receive <br />funding, particularly agencies that have a history of performance issues. Although <br />adult day care is a very important service, the Commission is recommending funding <br />for five other agencies that serve seniors. <br />Current City Council Policy <br />NA <br />Previous City Council Action(s) <br />On April 21, 2008 the City Council approved the Community Development Block Grant <br />Program (CDBG) Action Plan which includes public service funding for the Community <br />Assistance Grant Program. The following Community Assistance applicants will be funded with <br />CDBG: Building Futures with Women and Children, Davis Street Family Resource Center, <br />ECHO - Landlord/Tenant Counseling and Project Literacy. <br />City Council Committee Review and Action <br />NA <br />Applicable General Plan Policy <br />NA <br />
