Analysis <br />In 2002, a Request for Proposal was issued to qualified consulting engineering firms who <br />specialize in the design of parking structures. Five proposals were received and interviews were <br />conducted to assess each firm's qualifications, experience, and appropriateness to the City's <br />needs. Walker Parking was selected as the best qualified for the wide range of experience and <br />architectural styles in its past projects. Walker Parking was responsible for the latest design study <br />and provided the City with excellent service during that process. <br />Current City CounciURedevelopment Agency Policy <br />• To promote and revitalize the downtown area <br />• Elements of this project were taken from the City Council San Leandro/BART Area <br />Revitalization Strategy, as well as the Downtown Plan and Urban Design Guidelines <br />• TOD Strategy includes the development of centralized parking facilities that contribute to <br />pedestrian activity <br />• The 2007 Mid-Term Review of the San Leandro Redevelopment Agency 2004 - 2009 <br />Implementation Plan identifies implementation of the TOD Strategy as an economic <br />development objective. The design and construction of an approximately 500 space parking <br />garage to serve the downtown, including the Plaza and Joint Project Areas, is identified as a <br />priority Capital Improvement Project. <br />Redevelopment Agency Action(s): Not Applicable <br />City Council Committee Review and Action: Not Applicable <br />Applicable General Plan Policy <br />• 6.01 Downtown Plan Implementation. In accordance with the adopted Downtown Plan and <br />Urban Design Guidelines, ensure that the new downtown is attractive and creates an image <br />conducive to economic revitalization. <br />• 6.07 Parking. Ensure that parking for downtown businesses remains convenient, but take <br />steps to de-emphasize surface parking lots as a dominant feature of the downtown landscape. <br />Establish satellite parking areas, including attractively-designed parking structures, accessed <br />by well-defined and inviting pedestrian passageways. <br />Permits and/or Variances Granted: Not Applicable <br />Environmental Review <br />• The environmental process for this project was completed as part of the Downtown TOD <br />Strategy EIR <br />Code Compliance Review <br />• Code review will be completed as part of the permit approval from the City of San Leandro <br />Building Department and the Alameda County Fire Department <br />
