Report from Airport Noise Management Office in Response to Complaints of Jets <br />Dumping Fuel over the San Leandro Marina <br />Wayne Bryant provided an overview of the practice of fuel dumping and a handout explaining <br />the practice. Essentially, fuel dumping is only done in emergency circumstances and only if <br />the aircraft is equipped with dumping equipment. Most newer aircraft (approximately 80% of <br />the fleet at OAK) are no longer mechanically able to dump fuel The last time fuel dumping <br />occurred in the Bay Area was in 2005 at an altitude of 8,000'. <br />What people may be seeing and confusing for fuel dumping is most likely condensation from <br />the aircraft's wings. What they may be smelling is exhaust by-products from the aircraft's <br />engines, not fuel. <br />Public Comments <br />Francois Gallo had a question regarding reporting fuel dumping incidents to air quality <br />regulatory authorities. <br />Committee Recommendations <br />None <br />5. Discussion Regarding Runway Safety Area Project <br />Kathy Ornelas gave a report regarding the enhancements the airport must do to their runways <br />to be compliant with the federal regulations on Runway Safety Areas (RSA), which are the <br />ends of the runways that will bring an aircraft safely to a stop should it overshoot the runway, <br />and the shoulders of a runway that will sustain the weight of an aircraft should it drift off of the <br />runway. <br />OAK's RSA project will take approximately 2 years to plan and will include an Environmental <br />Assessment. The actual construction project could take an additional 2 years. City staff has <br />concerns regarding the impacts to San Leandro neighborhoods during the construction projects <br />since use of the airport's runways will be limited at times. Diversion of flights may cause <br />increases in noise disturbances. Staff will provide comments during the Scoping phase of the <br />Environmental Assessment to recommend: <br />• Construction occur 24-hours a day to shorten the project length and reduce noise impacts to <br />the neighborhoods. <br />• If aircraft are to be diverted to the North Field from the South Field, the second Instrument <br />Landing System at the North Field should be installed before the RSA project begins. <br />
