Report on North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br />Kathy Ornelas reported that the most recent North Field meeting focused on helicopter <br />operations. Representatives of the Oakland Police Department and Coast Guard helicopter <br />operations attended. Their pilots are instructed to be sensitive to neighborhoods when they are <br />operating in local communities and they will only fly at low altitudes or in repetitive patterns <br />when necessary in the performance of public safety duties. Both agencies welcome complaints <br />if there are problems observed with their operations. <br />The Group discussed that of greater concern is the operation of news service helicopters. <br />Noise Office staff will continue to try to bring representatives of the new services to the group <br />for a similar discussion. <br />The group also heard a report from the Noise Office that the FAA has not made any further <br />progress with the installation of an Instrument Landing System on Runway 27L. It has been <br />stalled primarily due to budgetary and staffing reasons. The Noise Office will be using a <br />consultant, Harvey Hartman who is a retired Air Traffic Control Tower Chief for the FAA, to <br />attempt to move the process forward. <br />South Field Group members learned that Northern California TRA,CON will not be pursuing <br />adoption of a Standard Instrument Departure procedure for the desired right turn from Runway <br />11 during inclement weather, a procedure which takes South Field traffic out to the Bay rather <br />than over the San Leandro Shoreline-Marina area during departures. Since a Letter of <br />Agreement for this procedure exists between the Air Traffic Control tower and the airport, that <br />letter will continue to serve as the procedure to be followed during the Southeast plan periods. <br />Aviation Stakeholder group members learned that those meeting agendas and highlights are <br />also now on the airport's website, under the Development and Master Plan pages. <br />A taxiway paving project scheduled for this month will require the temporary closure of the <br />Ground Run-up Enclosure , which is used to deflect noise when engine testing is done at night. <br />The airport had intended to have run-ups done at the run-up pad at the south end of the South <br />Field, which would have sent all of the run-up noise towards San Leandro. However, Will <br />Fernandez, San Leandro's citizen representative to the Noise Forum, recommended an <br />alternate location mid-field which could minimize noise impacts during those nights to both <br />
