overpass, now plans to move forward with the development of the hospital and medical <br />center. The Environmental Impact Report (EIR) currently underway will be modified to <br />reflect the development of a hospital in conjunction with an approximately 375,000 square <br />foot retail and 250 unit residential mixed use development project. Sims explained that a <br />City Council work session will be scheduled once development plans are submitted. Sims <br />then clarified that before the project could be built, the City Council would need to approve <br />Zoning Code and General Plan changes to allow retail and medical facility uses of the site. <br />Demolition could occur as early as this fall, with construction beginning as early as next <br />summer. <br />The Committee discussed how this project could affect the surrounding area and the <br />importance of studying and planning for the future development of Marina Boulevard west of <br />I-880. <br />3. Update on Development Projects: <br />a. Mini-storage at 14340 Washington Avenue. Community Development Director Sirns <br />informed the Committee that the developer of the mini-storage project has completed <br />plan review with the Fire Department and construction is scheduled to begin in the next <br />month. <br />b. Redevelopment of former Target at 15555 Hesperian Boulevard. Community <br />Development Director Sims explained that Wal-Mart was in the process of selecting a <br />contractor and has indicated they will begin -tenant improvements to the former Target <br />building in June, with an expected opening date of October, 2008. Sims also noted that <br />In-N-Out Burger should begin utility work this week and plans to open in the fall of <br />2008. <br />c. Mayoral Visitations. Business Development Manager Battenberg updated the Committee <br />on recent mayoral visits to local businesses. This business outreach program is organized <br />by the Chamber of Commerce and designed to strengthen ties between the business <br />community, Chamber of Commerce and the City. Battenberg provided the Committee <br />with the highlights of her recent visitations to OSIsoft, Applied Fusion Inc. and Georgia- <br />Pacific. <br />4. Public Comments: None <br />5.
