CITY OF SAN LEANDRO <br />CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br />May 1, 2008 <br />4:00 - 5:30 p.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(City Manager's Large Conference Room) <br />HIGHLIGHTS <br />Committee Members <br />present: Mayor Tony Santos (Chair), Councilmember Diana Souza <br />City Staff present: Cynthia Battenberg, Rayan Fowler, Marian Handa, Steve Hollister, John <br />Jermanis, Luke Sims, Stephanie Stuart <br />Public present: Robert Battinich <br />Chair Santos called the meeting to order at 4:05 p.rn. <br />1. Discussion Regarding Hands-Free Cell Phone Policy <br />City Manager Jermanis commented on the need for a City policy on cell phone use. The policy <br />is necessary to address employee safety and liability concerns, as well as to comply with the law <br />going into effect on July 1, 2008, which makes it illegal to the use a cell phone while driving <br />unless ahands-free device is also used. <br />Information Services Manager Rayan Fowler stated that the City discourages the use of cell <br />phones while driving, and only those employees approved by the City Manager will be issued <br />hands-free devices. The devices will be used for incoming calls only, and employees operating <br />a vehicle will be required to pull the vehicle over to make a call when and where it is safe. Ms. <br />Fowler provided a handout which listed the main points to be incorporated into the new policy. <br />The Human Resources Director will be responsible for developing the Cell Phone Use Policy, <br />which will be incorporated in the City's Personnel Procedures. <br />2. Discussion Regarding West San Leandro-MacArthur Boulevard and Alameda County- <br />City of San Leandro Redevelopment Advisory Committees <br />
