Rules and Communications Committee <br />May 1, 2008 <br />Page 3 <br />Committee Member Souza asked if there is a requirement for a certain number of members on <br />the RACs. Mr. Jermanis replied that the RACs are not required by law, but are valuable for the <br />input they provide. He indicated that allocation of staff has become an issue. Committee <br />Member Souza commented that the Council had not been made aware of the vacancies on the <br />RACs. She noted that input from the RACs would be needed each year on the RDA budget. <br />Mr. Jermanis stated that staff refers budgetary issues to the City Council Business and Housing <br />Development Committee rather than the RACs. <br />Mr. Sims stated that the RACs were involved in setting out the major goals and objectives of <br />the Redevelopment Project Area Plans. Now that the Plans are in the implementation phase, <br />the need for the RACs' involvement has lessened. <br />Mr. Jermanis suggested that the Committee's discussion be reported out to the full Council, and <br />that the discussion continue at the Committee level. Staff will provide the Committee with <br />some additional background and a summary of the work and accomplishments of the RACs. <br />Committee Member Souza commented that while all parties don't always agree, it is important <br />that their views are aired. She stated that she felt it was important to retain the RACs. <br />Mr. Battinich suggested that RAC members could be appointed by Council district. <br />3. Public Comments <br />None. <br />4. Committee Member Comments <br />Chair Santos commented that at a future meeting, the Committee could consider the Social Host <br />Ordinance, which would hold adults responsible for underage drinking at a party that they host. <br />Chair Santos noted that other nearby cities, and the County of Alameda, have already adopted <br />such ordinances. Committee Member Souza commented that she thought it was already illegal. <br />Assistant City Manager Steve Hollister clarified that the ordinance would impose a civil <br />penalty. <br />Chair Santos also commented that the Committee should consider a Big Box ordinance. Mr. <br />Jerrnanis indicated that the Business and Housing Development Committee may want to <br />consider it. <br />5. Adjourn <br />The meeting was adjourned at 5:10 p.m. <br />
