Jermanis, City Manager <br />VIA: Luke Sims, Community Development Director <br />BY: Cynthia Battenbersiness Development Manager <br />SUBJECT: Discussion of the West San Leandro-MacArthur Boulevard and Alameda County- <br />City of San Leandro Redevelopment Advisory Committees <br />SUMMARY AND RECOMMENDATION <br />It is requested that the Rules and Communications Committee discuss possible dissolution of the <br />West San Leandro -MacArthur Boulevard (WSL) and Alameda County-City of San Leandro <br />(JPA) Redevelopment Advisory Committees (RACs) and assignment of their responsibilities to <br />the Planning Commission. <br />BACKGROUND <br />San Leandro currently has two advisory bodies in two of its redevelopment project areas. While <br />not a committee required by state law, the Redevelopment Advisory Committees (RACs) were <br />formed to provide input on the original Redevelopment Project Area Plans and comment on <br />issues affecting Plans. <br />The WSL RAC was formed in 1999-2001 as an ad hoc committee comprised of business, <br />property owners and adjacent project area residents to provide input on development in the West <br />San Leandro and MacArthur Boulevard areas. For the first two three (3) year RAC terms, 1999- <br />2001 and 2002-2004, the members of the RAC were selected by categories through amail-in <br />election process. When the second term expired in December 2004, the Council approved <br />extending the term of existing members who wished to continue to serve. Currently, the WSL <br />RAC has 10 active members of the originally appointed 15. <br />The JPA RAC was formed in 2000-2001 as an ad hoc committee comprised of business, property <br />owners and adjacent project area residents to provide input on development in the Joint Project <br />Area. Members were selected by categories through amail-in election process and served <br />initially for a three (3) year term. When the initial term expired in 2004, the Council approved a <br />resolution for the continuation of the JPA RAC, and the existing members have served since that <br />time. Currently, the JPA RAC has only 8 active members of the originally appointed 16. <br />Both RACs have provided valuable input over the years to the Council and Redevelopment <br />Agency on a variety of issues, including discussion of development projects, comment on <br />improvement programs such as the Commercial Facade Improvement Program, and review of <br />the Redevelopment Agency's Five Year Implementation Plan. However, these duties are similar <br />in nature to those of the Planning Commission, who also review development projects and <br />
