building up to 50 feet high. The Garden Terrace condominiums next door area 25 unit five- <br />story building. There is asingle-family home on the other side of the parcel. Hanson Hom <br />shared that he believes that the proposed townhouse project is a good transition between the <br />large condominium building and the single family home. <br />Elmer Penaranda showed the Committee pictures and oriented them with the site and the <br />proposed development. He explained that the buildings were set back 10 feet from the <br />property line as required. <br />The public was then invited to comment on the project. <br />Virginia Eldridge, a resident of Estudillo Estates who owns a condominium in the Garden <br />Terrace development, shared that 22 residents of Garden Terrace signed a petition requesting <br />that the 1537 Hays development be limited to three two-story homes. She believes that the <br />proposed development will decrease the value of their unit by $100,000 and shared that as a <br />long-time San Leandro resident, she and her husband want to continue to reside in the City. <br />Lester Williams, a Garden Terrace resident, complained that the proposed development was <br />too many, too high and too close. He expressed his concern about his unit looking into the <br />backyards of the development at dogs, plastic tarps on lawnmowers and other eyesores. <br />David Langon, the developer, shared that he held a community meeting prior to drawing up <br />plans and no Garden Terrace residents attended. The proposed development complies with <br />zoning requirements having fewer than eight units, being shorter than 50 feet and honoring <br />all set backs. He also shared that he explored the possibility of expanding the property by <br />purchasing neighboring sites. <br />3. Town Hall Square Project Exclusive Negotiation Agreement with the Olson Company <br />Cynthia Battenberg reported that the Exclusive Negotiation Agreement with the Olson <br />Company is due to expire on June 30, 2006. Over the past year Olson has made offers to the <br />three remaining properties, the City worked with the Chamber to assist them in relocating <br />and completed acquisition of the Great Western Savings building. The Agency would like to <br />exercise its right to extend the agreement by six months giving Olson and the City additional <br />time to complete the following with a goal of entering into a Development Agreement by the <br />end of the six month period. <br />• Olson will further refine the project including a revised conceptual plan and projected <br />costs. <br />• Olson will complete soil studies to determine if underground parking is possible. <br />• The City will take the lead in acquiring the remaining three properties, and assist the <br />Chamber in relocating. <br />• The City will further explore the financial feasibility of the project. <br />Committee Recommendation <br />The Business Development Committee recommended the Agency exercise its right to extend <br />the Exclusive Negotiation Agreement with Olson Company. <br />4.
