DRAFT MINUTES <br /> Page 11 <br />May 5, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Public Comments on Item 11.D.1.: <br /> <br />Lou Filipovich, San Leandro resident <br />, addressed the City Council, commenting <br />on joint powers agreements, and asking the Council to explain joint powers <br />agreements. <br /> <br />End of Public Comments on Item 11.D.1. <br /> <br />Recommendation for City Council Consideration: <br /> <br /> <br />a. Schedule discussion of the proposed budget for Fiscal Year 2008-09 for the <br /> <br />Work Session on May 12, 2008. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />Vice Mayor Grant requested that the Council discuss the use of Community <br />Empowerment Funds at its budget work session next week. <br /> <br />Mayor Santos stated that the work session would begin at 6:30 p.m. rather <br />than the usual 7:00 p.m., as there is a great deal to discuss. <br /> <br />Councilmember Prola commented on the 14 new FTEs (full-time positions) <br />in the budget, stating that he is supportive of the Police positions; however, <br />he would like to see the justification for the non-Police FTEs. <br /> <br />b. Schedule authorization for the issuance of tax allocation bonds by the <br /> <br />Redevelopment Agency for the Joint Project Area. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />Mr. Jermanis commented that this item would likely be brought back for the <br /> <br /> <br />Accepted as <br />2. Shoreline-Marina Committee Meeting of April 22, 2008. <br />submitted. <br /> <br /> <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Gregory commented that he attended the Downtown Business Association <br />Council to promote the event. <br />Vice Mayor Grant commented that she attended the April Showers Birthday event, and will <br />attend the Islander/Casa Verde Open House this Friday as part of Affordable Housing Week. <br />Vice Mayor Grant commented that on April 26, she participated in a program of the South <br />County Alliance of African American Educators, which honored African American youth for <br /> <br />
