Ms. Barros indicated that she is planning to hold another forum, which will be directed at San Leandro residents. • Ordinance No. 2008-007, an Ordinance Amending the San Leandro Municipal Code by Adding a New Chapter 3-19 Relating to Green Building Ordinance (promotes economic and environmental health in the City by incorporating green building practices in City buildings). (3081) - Passed to print M/S/C Grant and Gregory. Ayes: 7; Noes: 0 B. Matter of Selection of Vice Mayor (designates a Vice Mayor to serve for a period of one year pursuant to City Charter Section 310). Vice Mayor Grant expressed appreciation for the Council's support for allowing her to serve as their vice mayor for the past two years. Vice Mayor Grant made a motion to nominate Councilmember Bill Stephens as vice mayor. Councilmember Gregory recalled that Councilmember Stephens had previously been considered for nomination, but declined due to additional work responsibilities he had assumed. Councilmember Gregory seconded the motion. Councilmember Souza offered a substitute motion, making a motion to nominate Councilmember Joyce Starosciak as vice mayor. Councilmember Souza asked that the Council hear comments from Councilmember Starosciak regarding her positions on intergovernmental agencies. Councilmember Prola seconded the substitute motion. Councilmember Starosciak stated that she has served on the Congestion Management Agency (CMA) for over a year, and it is the responsibility of each city's representative to meet with the mayors and vice mayors of the surrounding communities. Councilmember Starosciak commented that the addition of the vice mayor title would lend credibility to the City of San Leandro with the CMA. She indicated that she has the flexibility in her schedule and the energy to attend functions in the Mayor's absence. Councilmember Starosciak stated that she would be honored to be selected as vice mayor, and she would work very hard to ensure that San Leandro's reputation is upheld. Mayor Santos stated that his position has always been that the vice mayor position should be rotated. He pointed out that Districts 5 and 6 have not had a vice mayor for many years. Mayor Santos commented that he feels Councilmember Stephens should serve as vice mayor, noting that he has served the longest, and District 5 has not had a vice mayor in some time.
