P. The developer shall install City Standard tree grates at all street trees located on the Washington Avenue frontage. Additional trees shall be installed per City of San Leandro Standard Plans, the type and locations for which shall be approved by the City Engineer and Community Development Services Director. Q. The proposed Conditions, Covenants, and Restrictions (CCR's) for the project shall be approved by the City prior to approval of the Final Map. R. Applicant shall provide copies of the recorded drainage easement documents for review prior to approval of the Final Map. S. The Applicant shall comply with the provisions of the City's Grading Ordinance and the Urban Runoff Clean Water Program. The City requires a grading permit any time more than fifty (50) cubic yards of material is moved or more than 5000 square feet is disturbed. The Ordinance requires that an erosion control and sediment plan be prepared, submitted and approved by the City prior to issuance of a Grading Permit. T. Since this project disturbs over one acre of land, a State General Constttitction Activity Permit must be obtained. Applicant needs to submit a Notice of Intent (NOS and prepare a Stonn Water Pollution Prevention Plan (S WPPP). U. Stornwater from this site needs to be treated. Numeric-sized facilities should be provided for storm drainage. Although there are two bioretention areas shown on this vesting tentative map, these alone are probably not sufficient to treat the runoff from such a large site. Additional stormwater treatment measures need to be provided. The Urban Runoff Clean Water Program requires that all runoff be treated to remove sediment and water borne pollutants prior to discharge into a public facility. Examples of control measures include, but are not limited to: routing of pavement and roof runoff through vegetated swales, planter boxes, vegetated filter strips or landscaped areas in lieu of direct hydraulic coiulection to the storm drain system; structural control measures, such as bioretention areas, subsurface media filters, manufactured treatment controls or other methods that may be proposed by the applicant and approved by the City Engineer to intercept and pretreat storm water prior to discharging to the storm drain system. V. A performance security in the amount of 100% of the estimated costs of the improvements shall be provided by the applicant. Once the necessary improvements have been constructed, a maintenance security in the amount of 10% of the improvement costs must be provided prior to initial acceptance of the work by the San Leandro City Council to guarantee satisfactory maintenance and upkeep of said improvements.
