Analysis
Services to the District will be provided by the City of San Leandro Public Works Department,
the County of Alameda Public Works Agency, outside consultants and outside contractors. In
addition to maintenance of the facilities, the marshland will be monitored to confirm its health
and rodents and feral animals will be removed from the area. The total cost of these services for
Fiscal Year 2008-09 is estimated at $381,300.
This year, the District will fund the final phase of a three-year project to eradicate Spartina.
Spartina is anon-native, invasive plant that was destroying animal habitat and displacing the
native plants within the District. A federal grant has already reimbursed the District for the costs
of the first two years of the project and will also provide reimbursement for this year's costs.
The portions of the levees that were damaged by the winter storms of 2005-06 were previously
repaired by the District at a cost of $170,000 and another $100,000 has been allocated for
additional levee repair. The City is expecting a federal grant to cover most of these costs and has
already refimded the original $170,000 to the District.
The District fund balance is estimated to be $446,958 at the end of Fiscal Year 2007-08. In
accordance with the District rules, $300,000 of the funds must be held as a maintenance reserve
for capital improvements and unexpected or emergency repairs.
Fund Balance end of 2007-08 estimated $446,958
Maintenance costs 2008-09 estimated ($381,300)
Spartina project funding 2008-09 ($70,754)
Expected Spartina reimbursement 2008-09 $70,754
2008-09 Assessments $312,470
Interest Income 2008-09 estimated $12,068
Fund Balance at end of Fiscal Year 2008-09 estimated $390,196
The Annual Engineer's Report includes the following:
• Description of improvements maintained by funds provided by the District
• Budget based upon estimated costs for 2008-09
• Table of maximum annual assessments, method of apportionment, and calculation of
proposed assessment
• Reference to location of Assessment Diagram for District
• Assessment Roll showing each property to be assessed and the amount of assessment
The maximum recommended assessments and annual adjustment for Fiscal Year 2008-09 are as
follows:
Housing Type & FY 2007-08 FY 2007-08 Proposed FY 2008-
No. Units Assessment per Maximum Assessment 09 Assessment per
UIIlt per Unit not including UIIIt
reserve fund
451 Single-Family Units $521.14 $565.48 $548.52
178 Motor Court Units $347.40 $376.98 $365.66
Total Assessments $296,871.34 $322,133.92 $312,470.00
