(1028) The City Council accepted the recommendation by the Recreation and Parks Commission to approve the Fiscal Year 2008-2009 Community Benefit Grant funding. M/S/C Grant and Prola. Ayes: 7; Noes: 0 10. ACTION ITEMS Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the Mayor. A. Matter of Support for Proposition 99 and Opposition Against Proposition 98 on the June 3, 2008 Statewide Ballot (adopts resolutions supporting Prop 99 and opposing Prop 98, as requested by the League of California Cities). Mayor Santos read a statement submitted by Tom Silva of the Rental Housing Owners Association of Southern Alameda County (RHO), which is a local chapter of the California Apartment Association (CAA). The CAA and RHO have adopted a neutral position on Propositions 98 and 99, and the associations are in no way affiliated with the Apartment Owners Association of America, which is a co-sponsor of Prop 98. Councilmember Souza requested clarification on the Guidelines Regarding Council Support for Ballot Measures. Mr. Jermanis clarified that the Guidelines had been reviewed by the Rules and Communications Committee and adopted by the City Council.
