Anah~sis <br />In the Plaza Redevelopment Project Area, over the last five years the Council has authorized <br />projects to improve and enhance the downtown area, including $2,500,000 for the Downtown <br />Lighting and Pedestrian Improvements (FY 2003-04) and $132,000 for the Downtown Parking <br />Paving (FY 2005-06) to reconsh•uct the parking lot paving in the City parking lot adjacent to <br />Sergio's. In the Alameda-County/City of San Leandro Redevelopment Project Area (the JPA), <br />the Council authorized $170,000 for the Parrott St1•eet Parking Improvements (FY 2007-08). <br />During the four years this project has been in plamling and design, a proposal to close West <br />Joaquin Avenue south of East l 4r~' Street and create a new pedestrian plaza and parking area was <br />added to the original Downtown Pedestrian and Lighting Improvement Project. <br />Since all of these projects were in the general vicinity of the downtown, plans were prepared <br />incorporating all elements and were sent out for bid as a consolidated project. Bids for the <br />proposed project were opened on May 9, ?008. Three (3) bids were received ranging from <br />$2.813,295 to $2,977,507. McGuire and Hester is the lowest responsible bidder. The engineer's <br />estimate for the construction work was $2,950,000. <br />C"urrent City Council/Redevelopment Agency Policy <br />• The project complements other recently completed downtown improvements, such as the <br />History Museum/Art Gallery, the West Estudillo Avenue Pedestrian Connection, t11e History <br />Walk, and ornamental lighting on East 14th and Davis Streets <br />• hlements of this project were taken from the City Council San Leandro/BART Area <br />Revitalization Strategy, as well as the Downtown Plan and Urban Design Guidelines <br />• The 2007 Mid-Term Review of the Redevelopment Agency 2004-09 Implementation Plan <br />specifically identifies the Downtown Pedestrian Improvements in the Plaza Redevelopment <br />Project Area as a high priority public improvement project. The Plan also identifies <br />improvements to the downtown pedestrian environment as part of the economic development <br />objective in the Joint Redevelopment Project Area <br />Previous City Council/Redevelopment Agency Action(s) <br />• A City Council Work Session was held in February 2003 to discuss possible improvement <br />projects for the downtown area. The proposal for the installation of the downtown decorative <br />lighting was favorably received by the Council Members <br />• City Council-appointed advisory committees were established for the development of the <br />Central San Leandro/BART Area Revitalization Strategy and the Downtown Plan and Urban <br />Design Guidelines <br />• On September 20, 2004, by Resolutions 2004-145 and 2004-020 RDA, the City Council and <br />Redevelopment Agency (RDA) approved the grant of an easement for the construction of an <br />entrance archway, footings and storm drain <br />City Council Committee Review and Action <br />• The Facilities Committee approved the closure of the West Joaquin Avenue pedestrian plaza <br />at its March 22, 2006 meeting <br />
