Jermanis, City Manager <br />By: Cynthia Battenberg, Business Development Manager <br />Subject: DISCUSSION OF AD HOC COMMITTEE RECOMMENDATIONS <br />REGARDING SELECTION OF A MASTER DEVELOPER <br />SUlVI1VIARY AND RECOMMENDATION <br />The Ad Hoc Committee interviewed two development teams and recommends the City negotiate <br />an Exclusive Right to Negotiating Agreement with Cal-Coast Development (Cal-Coast). To gain <br />community input on the project, the Ad Hoc Committee also recommends creation of a Citizens <br />Advisory Committee. <br />BACKGROUND AND OVERVIEW <br />The Shoreline-Marina Committee established a two member Ad Hoc Committee to assist with <br />selection of a Master Developer for the 40-acre Shoreline-Marina development opportunity site. <br />The Ad Hoc Committee, consisting of Councilmembers Prola and Starosciak, received a report <br />from staff on the five development teams' background and experience. The report included <br />details on the how four teams scored on the evaluation criteria, and information on Madison <br />Marquette's decision to withdraw from consideration. Based upon the Ad Hoc Committee's <br />review of the proposals and staff's recommendation, the Committee interviewed two <br />development teams -Cal-Coast Development and The Innisfree Companies. <br />Interviews were held towards the end of May and both teams appeared qualified to develop the <br />Shoreline-Marina Area. Cal-Coast, however, had more experience, including development of a <br />similar project in partnership with the Port of Los Angeles -the Cabrillo Marina which includes <br />a hotel, conference center, office and restaurants. Cal-Coast's partner, Withee Malcolm <br />Architects, LLP, offered experience building attractive, LEED-certified commercial buildings. <br />An important consideration when choosing the master developer was their ability to listen to the <br />public and develop a project that is responsive to the community and is financially feasible. Cal- <br />Coast has experience working on publically sensitive projects, as well as working collaboratively <br />with stakeholders such as unions. As Cal-Coast's offices are located in Southern California, <br />references for out-of--state development projects were checked to ensure Cal-Coast's ability to be <br />responsive and sensitive to communities not in the Southern California area. <br />
