Environmental Review.
The City Council finds that the adoption of this Ordinance is exempt from environmental
review under the California Environmental Quality Act pursuant to Public Resources Code
section 21065 based on the finding that this Ordinance is not a "project" within the meaning of
Section 15378 of the State CEQA Guidelines, because it has no potential for resulting in physical
change in the environment, directly or ultimately. The adoption of this interim ordinance is
further exempt from environmental review pursuant to Section 15305 of the State CEQA
Guidelines, because it is a minor change in land use regulations that will not result in any
changes to underlying zoning standards.
Section 4. Effective Date.
This ordinance shall take effect immediately as an urgency measure for the immediate
preservation of public health, safety, and welfare. This Ordinance shall be of no further force
and effect forty-five (45) days from the date of its adoption.
Section 5.
