deemed sufficient evidence of the fact that said driver will not operate a motor vehicle in <br />a safe manner. In the event of such revocation or suspension of a driver's identification <br />card, the holder thereof shall return the card to the City Manager. A cardholder may <br />appeal any decision of the City Manager to revoke or suspend a driver's identification <br />card to the City Council in accordance with the appeal procedure set forth in Title 1, <br />Chapter 1-9 of this Code. <br />SECTION 22. Section 7-5-1O10A of the City of San Leandro Municipal Code is <br />hereby amended to read as follows: <br />7-5-1O10A Violation and Penalties. <br />The first paragraph of Section 1.7 of Part 1 -ADMINISTRATION of said Code is <br />hereby amended to read as follows: <br />Violations of any provisions of this Code shall be subject to abatement in the <br />manner set forth in Chapter 1-12 of this Code. The issuance or granting of a <br />permit or approval of plans and specifications shall not be deemed or construed to <br />be a permit for, or an approval of, any violation of any of the provisions of this <br />Code. No permit presuming to give authority to violate or cancel the provisions <br />of this Code shall be valid, except insofar as the work or use which it authorized <br />is lawful. <br />SECTION 23. Section 7-5-220 of the City of San Leandro Municipal Code is <br />hereby amended to read as follows: <br />7-5-220 Abatement of Dangerous Buildings, Structures, or Premises. <br />All buildings, structures, premises or portions thereof which are determined after <br />inspection by the Building Official to be dangerous as defined in this Code are hereby <br />declared to be public nuisances and shall be abated by repair, rehabilitation, demolition, <br />or removal in accordance with the procedures specified in Section 7-5-i 120 of the San <br />Leandro Municipal Code. <br />SECTION 24. Severability. <br />If any section, subsection, subdivision, paragraph, sentence, clause or <br />phrase of the Ordinance is for any reason held to be unconstitutional, invalid, or <br />ineffective by any court of competent jurisdiction, such decision shall not affect the <br />validity or effectiveness of the remaining portions of this Ordinance or any part hereof. <br />The City Council hereby declares that it would have passed each section, subsection, <br />subdivision, paragraph, sentence, clause and phrase of the Ordinance irrespective of the <br />fact that one or more of them would be declared unconstitutional or invalid. To this end, <br />the provisions of the Ordinance are declared to be severable. <br />SECTION 25. Effective Date and Publication. <br />is$~as-t <br />
