In the event of such revocation or suspension of a driver's identification card, the holder thereof shall return the card to the City Manager. A cardholder may appeal any decision of the City Manager to revoke or suspend a driver's identification card to the City Council in accordance with the appeal procedure set forth in Title 1, Chapter 1-9 of this Code. SECTION 22. Section 7-5-1O10A of the City of San Leandro Municipal Code is hereby amended to read as follows: 7-5-1O10A Violation and Penalties. The first paragraph of Section 1.7 of Part 1 -ADMINISTRATION of said Code is hereby amended to read as follows: Violations of any provisions of this Code shall be subject to abatement in the manner set forth in Chapter 1-12 of this Code. The issuance or granting of a permit or approval of plans and specifications shall not be deemed or construed to be a permit for, or an approval of, any violation of any of the provisions of this Code. No permit presuming to give authority to violate or cancel the provisions of this Code shall be valid, except insofar as the work or use which it authorized is lawful. SECTION 23. Section 7-5-220 of the City of San Leandro Municipal Code is hereby amended to read as follows: 7-5-220 Abatement of Dangerous Buildings, Structures, or Premises. All buildings, structures, premises or portions thereof which are determined after inspection by the Building Official to be dangerous as defined in this Code are hereby declared to be public nuisances and shall be abated by repair, rehabilitation, demolition, or removal in accordance with the procedures specified in Section 7-5-i 120 of the San Leandro Municipal Code. SECTION 24. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of the Ordinance is for any reason held to be unconstitutional, invalid, or ineffective by any court of competent jurisdiction, such decision shall not affect the validity or effectiveness of the remaining portions of this Ordinance or any part hereof. The City Council hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause and phrase of the Ordinance irrespective of the fact that one or more of them would be declared unconstitutional or invalid.
