EXCERPTS OF THE <br />MINUTES OF THE REGULAR MEETING <br />CITY OF SAN LEANDRO <br />BOARD OF ZONING ADJUSTMENTS <br />APRIL 17, 2008 <br />7:00 P.M. Regular Meeting <br />Item 1: Roll Call <br />Present: Members Gilcrest, Marr, Shields, Chair Goldt <br />Absent: Daly, Sidari, Vice Chair Pearson (excused) <br />Staff: Sally Barros, Planner III; Stephanie Stuart, Assistant City Attorney; Alice <br />Malotte, Recording Secretary; Elmer Penaranda, Secretary <br />Item 4: Correspondence and Oral Communications <br />Secretary Penaranda stated that correspondence from the Woolston's was at each Board <br />Member's seat regarding the upcoming public hearing item. A Power Point presentation would <br />be given by Julia Johnson and Michael Cordero, the neighbors to the east of the applicant's <br />home, also regarding the public hearing item. <br />Item 6: Public Hearing <br />(a) Matter of 200$-00003; Revised and re-noticed after tabling the matter from the <br />March 6, 2008 Board of Zoning Adjustments meeting; Site Plan Review and Conditional <br />Use Permit; to construct a 1,342 square foot additional dwelling unit at the rear of the <br />existing single-family home at 78 Williams Street (previously proposed addition was 1,525 <br />square feet). The addition would create a duplex. The proposed roof height of the addition <br />would be an average of 19 feet, six inches (previous design averaged approximately 22 feet <br />tall). The proposed duplex would include two covered parking spaces and two surface <br />parking spaces. Site Plan Review is required, as this proposal creates a new second-story <br />dwelling unit. The Conditional Use Permit is required as the lot is 40 feet wide where 50 <br />feet is the minimum lot width in the DA-3 Downtown Area District and as two-family <br />residences are also conditionally permitted in the DA District. Assessor's Parcel Number <br />77-549-11; D. and S. Christian (applicants and property owners); DA-3 Downtown Area 3 <br />District. (Tabled at the March 6, 2008 meeting and re-noticed for the April 17, 2008 Board <br />of Zoning Adjustments meeting.) [Penaranda] <br />Secretary Penaranda noted that at the last meeting, the neighbors on either side of the <br />applicants' property, the Woolstons to the west and the Cordero-Johnsons to the east, had <br />objected to this project and the Board had suggested revisions be made to the plan. He displayed <br />a vicinity map, site plan and photos that showed the proposed project and the surrounding <br />neighborhood. The existing home had an area of 806 square feet with two bedrooms and one <br />bath. The proposed addition had been reduced 180 feet. The ground floor had been reduced 17 <br />feet by 21 feet and the upper floor had a reduction of 60 square feet. The roof was redesigned to <br />a shallower pitch from a 4:12 to 3:12, which was a three inch drop for every 12 inches. There <br />
