Regular Meeting <br />Item 1: Roll Call <br />Present: Members Daly, Gilcrest, Marr, Shields, Sidari, Chair Goldt <br />Absent: Members Marr, Vice Chairperson Pearson (excused) <br />Staff: Stephanie Stuart, Assistant City Attorney; Alice Malotte, Recording <br />Secretary; Elmer Penaranda, Secretary <br />Item 4: Correspondence and Oral Communications <br />Chair Goldt stated that two items had been received by the Board from Peter Woolston. <br />Secretary Penaranda added that he had received photos via email regarding the Public Hearing <br />item and they would be passed to the Board Members at the time of the hearing. <br />Item 6: Public Hearing <br />(a) Matter of PLN2008-00003; Site Plan Review and Conditional Use Permit; to <br />construct a 1,525 square-foot addition to the rear of the 896 square-foot existing single- <br />family home at 78 Williams Street to create a duplex. The proposed two-family home <br />would include two covered parking spaces and two surface parking spaces. Site Plan <br />Review is required as this proposal creates a new second-story living unit. The Conditional <br />Use Permit is required as the lot is 40 feet wide where 50 feet is the minimum lot width in <br />the DA-3 Downtown Area District and as two-family residences are also conditionally <br />permitted in the DA District. Assessor's Parcel Number 77-549-11; D. and S. Christian <br />(applicants and property owners); DA-3 Downtown Area 3 District. [Elmer Penaranda] <br />Secretary Penaranda stated that the existing home consisted of two bedrooms and one bath. <br />The proposed addition would consist of 480 square feet on the ground floor and comprise the <br />front entry, living room and bathroom and the second floor would consist of 1,045 square feet <br />with akitchen/dining area, master bedroom with walk-in closet and bath, and a smaller second <br />bedroom having a 120 square-feet which would be constructed over the rear of the existing <br />home. This project conformed to the Downtown Area zoning requirements, which encouraged <br />higher density and had more lenient development standards. Zero side yard setbacks, 100 percent <br />lot coverage and three off-street parking spaces were possible. <br />He displayed a vicinity map, site plan and photos that showed story-poles for the proposed <br />project and the surrounding neighborhood, which included the two adjacent properties whose <br />owners had contacted staff. Williams was aone-way street with parking an both sides with <br />Thornton Avenue parallel to the north. Surrounding this property were single-family homes to <br />
