VIII. <br />The General Plan states "Throughout San Leandro, a concerted effort will be made to protect residential <br />nrivacv antl views, conserve significant architectural qualities, and ensure that new development contributes <br />positively to the overall character of the neighborhood.... " It continues to state: "The increased emphasis <br />on residential design may mean that some homeowners will need to invest additional time and effort before <br />altering or adding on to their homes. The end result will be a more attractive, coherent community- <br />enhancin¢ nroaerty values for all residents and nrotectin¢ the sizeable investment that menu residents <br />have made in their properties." Pg. 3-28 <br />Two large windows facing the backyard of 82 Williams St. and a 6' x 5' window, 4 feet from the <br />deck of 74 Williams St. does not "protect residential privacy". <br />Allowing a building with a 21' high ridge line, feet from the deck of 74 Williams St. does not <br />"protect... views". <br />Adding 1342 sq. ft. to an 896 sq. $. house does not enhance property values or protect my <br />investment in my property or for the owners of 74 Williams St. <br />IX. <br />Goal: 2 <br />Neighborhood Character <br />Preserve and enhance the distinct identities of San Leandro neighborhoods. <br />2.04 PRESERVATION OF LOW-DENSITY CHARACTER <br />Preserve the low-density character of San Leandro's predominantly single family neighborhoods. Concentrate <br />new multi-family development in the areas near the BART Stations and along major transit corridors such as <br />East 14th Street. Ensure that such development enhances rather than detracts from the character of surrounding <br />neighborhoods. <br />2.05 ALTERATIONS, ADDTI'IONS, AND IIVFTLL <br />Ensure that alterations, additions and infill development are compatible with existing homes and maintain <br />aesthetically pleasing neighborhoods. <br />2.07 TEARDOWNS <br />Discourage "teardowns" (the replacement of smaller dwellings with larger and more expensive homes) where <br />the existing home is in good physical condition and the proposed home would be substantially larger than the <br />prevailing scale of the neighborhood. <br />2.~ PRIVACY AND VIEW5 <br />Encourage residential alterations, additions, and new homes to be designed in a manner that respects the <br />privacy of nearby homes and preserves access to sunlight and views.
