Reports on Intergovernmental Agencies <br /> <br />Councilmember Prola reported on the Alameda County Mosquito Abatement District, <br />noting an upsurge in West Nile Virus in most surrounding counties, but not yet in <br />Alameda County. <br /> <br />Councilmember Grant reported that she and Alameda County Housing Authority <br />regarding AB 2818. Councilmember Grant sent a copy to the Council of a letter she <br />wrote opposing the legislation, which would change the possibility of housing <br />redevelopment for public housing agencies. <br /> <br />Mayor Santos offered to send a letter in opposition to AB 2818. Councilmember Grant <br />expressed appreciation to the Mayor for offering to send a letter. <br /> <br />Mayor Santos reported that he and the City Manager attended the Alameda County <br />Mayors Conference, at which a representative from the League of California Cities <br />(LOCC) gave an overview of the State budget. Mayor Santos gave the Council reusable <br />bags from the Association of Bay Area Governments (ABAG). <br /> <br />Mayor Santos reported on various items from the East Bay Economic Development <br />en <br />Corridor Project, cluster-based economic development strategy, and a program for <br />immigrants. Mayor Santos suggested to the Vice Chair of the East Bay EDA that <br />consideration be given to the development of co-op housing for seniors. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />Councilmember Gregory reported that he attended the Bay Area Local Elected Officials <br />Leadership Forum, and heard several presentations from industry and academic leaders. <br /> <br />Councilmember Souza reported that she attended one of a series of monthly dinners in <br />Oakland, on the topic of designing mixed income communities. The last topic in the <br />series will be on How to Finance TODs (Transit Oriented Development). <br />Councilmember Souza reported that she attended the LOCC Mayors & Council <br />Members Executive Forum in Squaw Valley, CA. She attended sessions on turning <br />food waste into energy, retail-tenant mix, and city finance. Councilmember Souza <br />expressed interest in having the Council consider an ordinance that sets the ratio of <br />formula businesses to independent businesses for various zones in the City. In the <br />session on city finance, Councilmember Souza received information on various revenue <br />measures undertaken by other cities. <br /> <br />Councilmember Starosciak reported that she also attended the LOCC Mayors & Council <br />Members Executive Forum. She noted that the failure of Prop 98 and passage of Prop <br />99 were huge successes for the LOCC, and demonstrated its ability to put together a <br /> <br />
