Owner Occupied Housing Rehabilitation 2 July 7, 2008
exceeded both goals as it has awarded 11 loans and 21 grants. See attached Exhibit A for a
summary of FY 2007-08 program accomplishments to date.
Neighborhood Solutions also increased the size of its general contractors list to 19 in FY 2007-08
so that homeowners have more options to bid on their rehab projects. For the new fiscal year,
Neighborhood Solutions will be seeking some experienced and certified greenbuilding
contractors to add to the list and to explore integrating "green" renovation practices into the
program.
The Agency conducted a Request for Proposals (RFP) last fiscal year for the administration of the
City Owner-Occupied Housing Rehabilitation Program and Neighborhood Solutions was selected
based on its successful track record in administering the program since FY 2003-04, when .the
Agency ended its contract with Alameda County Community Development Agency. Both the
$600,000 program budget in FY 2008-09 and the administrative budget of $144,000 reflects no
change from FY 2007-08.
Current Redevelopment Agency Policy
Not Applicable
Previous Redevelopment Agency Actions
The Redevelopment Agency approved funds from the Housing Set Aside Fund for the Housing
Rehabilitation Program on June 2, 2008 with adoption of the budget.
City Council Committee Review and Action
Not Applicable
Applicable General Plan Policy
Housing Element Policy 56.01, Rehabilitation of Owner-Occupied Housing, undertake a range of
programs that assist private property owners, particularly low and moderate income owners, in
maintaining and improving the condition of their homes.
Permits and Variances Granted
Not Applicable
Environmental Review
Not Applicable
Code Compliance Review
Not Applicable
Board/Commission Findings
Not Applicable
Summary of Public Outreach Efforts
Not Applicable
