CITY OF SAN LEANDRO <br />STAFF REPORT <br />llATE: July 7, 2008 <br />TO: John Jermanis, City Manager <br />FROM: Uchemla Udemezue, Director <br />Engineering and Transportati Department <br />,,ss <br />1QY: Kenneth Joseph, City Engi~ieer <br />SUBJECT PROJECT/PROJECT DESCRIP ION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />John ermanis <br />City nager <br />RI/SOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH LEACH <br />MOUNCE ARCHITECTS, RIJLATED TO THE PUBLIC SAFETY BUILDING- <br />COMMUNICATION CENTER EXPANSION PROJECT, PROJECT NO. 210-18-131 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with Leach Mounce Architects <br />iu the amount of $43,610 to provide needs assessment and space analysis services for the subject <br />project. <br />I3ACKGROUND <br />To improve public service by reducing response times to emergency calls made using cellular <br />telephones, the San Leandro Police Department will directly receive and process cellular 911 <br />calls. Currently, 91 1 calls from cellular telephones are routed to the California Highway Patrol <br />dispatch center before being re-routed to San Leandro, causing delays in response time. <br />However, to process these calls, additional staff, workspace and equipment will be required, and <br />the existing building does not appear to have sufficient room to accommodate the necessary <br />expansion. <br />The Public Safety Building was constructed in the late 1960's for the Police Department. <br />Cw-rently, the building houses the following: records, investigation, traffic, evidence, <br />administl-ation, an indoor gun firing range, and the detention facility (jail). Changes over the <br />years, including: an increase in staffing; a more diversified work force; ADA requirements; <br />technological upgrades; and a heightened awareness of security issues has challenged the <br />facility, and the Public Safety Building appears to have reached its usable workspace limit. <br />Before expanding the building to house a new Communication Center to meet the demands of <br />91 l call processing. the City will perform a needs assessment and space analysis for the entire <br />Police Department to best plan for its immediate and future needs. <br />
