CITY OF SAN LEANDRO <br />MEMORANDUM <br />Date: June 16, 2008 <br />To: City Council Rules and Communications Committee <br />From: John Jermanis, City Manager <br />Via: Steve Hollister, Assistant City Manager <br />By: Marian Handa, City Clem <br />Subject: DISCUSSION OF POLICY REGARDING SCHOOL BOARD <br />REPRESENTATION ON THE CITY'S RECREATION AND PARKS <br />COMMISSION <br />SUIVIMARY AND RECOMMENDATION <br />The current composition of the Recreation and Parks Commission includes one representative <br />from the San Leandro School Board and one representative from the San Lorenzo School Board. <br />Staff recommends that the Committee review the sections of the current Recreation and Parks <br />Commission ordinance which address the nominees from the San Leandro and San Lorenzo <br />Unified School Districts, determine whether changes to the ordinance are desired, and make a <br />recommendation to the City Council regarding changes to the existing ordinance, if any. <br />BACKGROUND <br />The City's Recreation and Parks Commission consists of nine members. Title 1, Chapter 3 of <br />the San Leandro Municipal Code specifies the representation of the Commission as follows: one <br />member nominated from each of the six Council Member Districts, one member nominated at- <br />large by the Mayor, and one member nominated from each of the two School Boards. The <br />Municipal Code requires that the School Boards submit to the Council the names of at least three <br />nominees for the Council's consideration for appointment (SLMC Sects. 1-3-1100, 1-3-1105 and <br />1-3-1110). <br />The City Council Rules and Communications Committee previously discussed the matter of the <br />School Boards' representatives to the Recreation and Parks Commission at its meetings on May <br />17, 2005 and June 15, 2005. At that time, it was noted by staff that the School Boards had <br />experienced difficulty complying with the Municipal Code requirement to provide the names of <br />three nominees for the Council's consideration. <br />
