Jermanis, City Manager <br />VIA: Luke Sims, Commu i Development Director <br />Cynthia Battenber , usiness Development Manager <br />BY: Tim Ricard, Development Planner ~/~ <br />SUBJECT: BACKGROUND AND SUMMARY OF WORK AND ACCOMPLISHMENTS <br />OF THE WEST SAN LEANDRO/MACARTHUR BOULEVARD AND <br />ALAMEDA COUNTY-CITY OF SAN LEANDRO REDEVELOPMENT <br />ADVISORY COMMITTEES <br />SUMMARY <br />As part of the Rules and Communications Committee discussion regarding the West San <br />Leandro/MacArthur Boulevard (WSL) and Alameda County-City of San Leandro (Joint) <br />Redevelopment Advisory Committees (RACs), staff was asked to provide additional background <br />and a summary of the work and accomplishments of the RACs. <br />BACKGROUND <br />San Leandro currently has advisory bodies in two of its redevelopment project areas. While not <br />a committee required by state law, the RACs were formed to provide input on the original <br />Redevelopment Project Area Plans and comment on issues affecting the Project Areas. <br />Alameda County-City of San Leandro <br />The Joint Redevelopment Plan was adopted in 1993 largely as an effort by the City and County <br />to stabilize the declining Bayfair Mall. In 2001, when these redevelopment programs came to a <br />close and revenue increased within the project area, there was an opportunity to reprioritize the <br />use of redevelopment resources. The Joint RAC was formed in 2000 as an ad hoc committee <br />comprised of business, property owners and adjacent project area residents to provide input and <br />advise the agency on how to prioritize the use of available tax increment and implement the <br />Redevelopment Plan. An additional impetus for creation of a RAC was to address concerns <br />regarding the potential use of eminent domain to expand the Marina Boulevard Auto Mall. <br />The Joint RAC was originally composed of 16 members. Members were selected by categories <br />(residents, business owners, and property owners) through amail-in election and served initially <br />for a three year term. When the initial term expired in 2004, the Council approved a resolution <br />
