MINUTES Page 14
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 16, 2008
requested that tonight's meeting be adjourned in memory of Eleanor Kerr, who was the wife
of former Councilmember Howard Kerr, and was a resident of Washington Manor for 58
years.
Vice Mayor Stephens commented on the population growth in San Leandro, and the inability
of the City's parks to accommodate the increased use. He has heard from homeowners
associations that the people using the parks are not respectful of the facilities or the
neighborhoods, and are perhaps more rowdy than the residents have come to expect. Vice
Mayor Stephens acknowledged that the Recreation and Parks Commission is examining this
issue, and he commented on the need to assess what is happening in the parks, such as
whether there is adequate infrastructure and signage, whether safe conditions exist, whether
drinking is a problem, whether specific rules and greater permitting are necessary in certain
parks, and whether the City may want to consider preferential use of parks by residents. Vice
Mayor Stephens added that he welcomes conversation around these issues.
Councilmember Prola commented that he attended the Employee BBQ and the Bridge
Housing 25th Anniversary. Councilmember Prola expressed agreement with Mr. Luboviski
on the labor harmony clause, and he suggested that Mr. Luboviski provide the Council with
sample language. Councilmember Prola commented that Assemblymember Hayashi named a
San Leandro business, Marina Mechanical, Small Business of the Year, for its green
practices. He noted that previously, Senator Corbett had honored Zocalo Coffeehouse as a
green business. Councilmember Prola thanked the citizens of San Leandro for electing him to
the City Council.
Mayor Santos commented on a program he has started with the Chamber of Commerce to
visit local businesses. They recently visited Coca-Cola, and he stated that he was impressed
with their plastics recycling program and water use reduction practices. Mayor Santos
commented that he was Master of Ceremonies at Flag Day, and he praised Councilmember
Grant for a great speech. He pointed out that the fireworks signs are up, and hoped that there
would be fewer problems this year. Mayor Santos commented that he attended the Boys &
Girls Club event at Chevys, the City's First-Time Homebuyers event, the opening of the
International Food Market at 14624 East 14th, and the Dia de Portugal event in San Jose. He
commented on the 2008 California Report on Gun Legislation, and suggested that the City
could consider local legislation to control guns.
Mayor Santos announced that tonight's meeting would be adjourned in memory of Eleanor
Kerr, an amazing woman who dedicated her life to the service of others; and in memory of
Bob Berger, who had a lengthy tenure on several of the City's boards and commissions.
13.
