DRAFT MINUTES <br /> Page 3 <br />July 7, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br />Loretta Franke, the Appellant <br />, addressed the City Council, commenting that the <br />proposed project would lower her property values. She stated that she and her husband <br />have worked to turn their backyard into a wildlife habitat, and the proposed project <br />would have a negative effect on it. Ms. Franke expressed concern that the neighbors <br />eventually plan to have more people live on the property. <br /> <br />Esther Collier, representing the Applicant <br />, addressed the City Council, <br />acknowledging that there would be some impacts from the project to the neighboring <br />the <br />proposed addition, so his yard should not receive any more shadow than is already cast <br />by the main house. Ms. Collier stated that the backyard of the subject property is huge, <br />and the trees on the property will be preserved. Ms. Collier and City staff responded to <br />questions from the Council. <br /> <br />Sharon Christian, the Applicant <br />, requested that the Council consider denial of the <br />appeal, and approval of the project. <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />A motion was made by Councilmember Gregory, seconded by Councilmember <br />Starosciak, to deny the appeal and uphold the BZA decision. <br />Councilmember Starosciak commented that while the TOD (Transit-Oriented <br />Development) Strategy is visionary, it can impact neighborhoods through increased <br />density. She noted that while she is in favor of approving the permit, this situation <br />illustrates the difficulty in implementing the TOD Plan. <br />Councilmember Souza commented that, as an advocate of open space, she has a <br /> in the <br />proposed project area. She expressed concern that the proposed addition would more <br />than double the size of the existing dwelling. <br /> <br />The City Council denied the appeal by P. Woolston and L. Franke and <br />upheld the decision of the Site <br />Plan Review, Conditional Use Permit, and Parking Exception; to construct a <br />one-story 1,300 square foot additional dwelling unit attached to the rear of <br />the existing single- <br />Number 77-549-11. <br /> <br />M/S/C Gregory and Starosciak. Ayes: 6; Noes: 1 (Souza) <br /> <br />Mr. Woolston approached the podium, and pointed out that he did not receive an <br />opportunity for rebuttal. <br /> <br /> <br />
