ATTACHMENT A <br />WORK PLAN <br />GRANTEE will hire apart-time Assistant to the City Manager and retain the services of a <br />part-time Climate Protection Intern to spearhead the development and implementation of a <br />Climate Action Plan. The document will act as a stand-alone plan that will result in long- <br />term sustainable reductions in greenhouse gas emissions. The plan will include <br />components for both municipal operations and community wide emissions. It will have a <br />strong implementation component with aggressive milestones to ensure timely <br />implementation. <br />Phase I: Framework Development <br />Task 1.1: Hire Assistant to the City Manager <br />GRANTEE will recruit and hire apart-time Assistant to the City Manager (ATCM) whose <br />responsibilities will include developing and implementing the CI imate Action Plan (CAP). <br />This position will be supervised by the Assistant City Manager, who will serve as project <br />manager, to ensure oversight and involvement at the highest possible City staff level. The <br />ATCM will chair the Municipal Task Force charged with planning CAP activities and <br />identifying opportunities for energy reduction. The ATCM and related City staff will also <br />work with the business community, including its large industrial manufacturers, to develop <br />an incentive plan to assist businesses in reducing their energy usage. Additionally, the <br />ATCM will work with the community to identify community-wide programs for inclusion in the <br />CAP. <br />Deliverable <br />1. ATCM job description, work plan and resume <br />Task 1.2: Hire Climate Protection Intern <br />GRANTEE will recruit and hire an upper-level undergraduate or graduate student to work as <br />an intern with City staff to develop the CAP. The intern position will be recruited through <br />local colleges and universities. The intern will be supervised by the Assistant to the City <br />Manager. The intern will work closely with the ATCM and staff from relevant City <br />departments to assist in developing the CAP. <br />Deliverable <br />1. Intern job description, work plan and resume <br />Task 1.3: Convene Municipal Task Force <br />The ATCM will work with the City Manager's Office staff to convene and chair the Municipal <br />Task Force charged with planning CAP activities. The ATCM will assist the Task Force in <br />developing a work plan and timeline for developing the CAP. The Task Force will be <br />comprised of staff representatives from key City departments, including but not limited to <br />Planning and Zoning, Office of Business Development, Library, Solid Waste and Recycling, <br />Finance, Public Works, and Engineering and Transportation. The ATCM will lead the <br />Municipal Task Force in evaluating the costs and benefits of various municipal and <br />community-wide energy/fuel saving and solid waste management strategies, documenting <br />this process and presenting a draft of this analysis to City Council. <br />Deliverables <br />Page 7 of 10 <br />Contract No. 2008-109 <br />
