DRAFT MINUTES Page 12 City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro July 21, 2008 Redevelopment Agency Joint Meeting Mr. Jermanis clarified that these proclamations are ceremonial, and do not have the same impact as an ordinance or resolution; however it appears to add value to the recipients for the documents to come from the entire Council. Councilmember Starosciak commented that she experienced embarrassment by the recent two-day . She stated that the Council was sharply criticized in the newspaper, but had no say in the matter. Councilmember from the wording of proclamations, to avoid future criticism and embarrassment. Councilmember Gregory concurred with Vice Mayor Stephens and Councilmember Prola that the proclamations he has seen have been mostly benign, and he did not perceive that the situation caused acute embarrassment for the Council or the Mayor. Mayor Santos noted that the majority of the Council was in favor of retaining the current wording and process; however, he assured the Council that he would bring potentially controversial items to the full Council for review. No action taken. C. Matter of Consideration of Placing Potential Ballot Measures on the November 4, 2008 Election Ballot (provides an overview of the three proposed revenue enhancements: 1) modernization of Utility Users Tax (UUT) Ordinance; 2) clarification of the purpose of the Emergency Communication System Access Fee (911 Fee) Ordinance; and 3) Police Services Parcel Tax). Mr. Jermanis provided background on the item. Mr. Carter gave additional detail on the proposed ballot measures for modernization of the UUT Ordinance and clarification of the purpose of the 911 Fee Ordinance, and the reasons for recommending their placement on the November ballot. Staff responded to questions from the Council. Councilmember Gregory suggested that the ballot language specifically state that the measures would have a neutral revenue impact. Mr. Jermanis indicated that if the Council is interested in further consideration of any of the ballot measures, a special meeting could be held on July 28 to consider the measures for placement on the November ballot. Vice Mayor Stephens reminded the Council that a previous Public Safety Parcel Tax failed in better economic times. He stated that he is in favor of pursuing the UUT and 9-1-1 Fee, and suggested that the Council approach them incrementally.
