Emergency Communication System Access Fee September 2, 2008 <br />• The General Fund's projected deficit for 2008-09 could grow from $(4.4) million <br />to $(5.2) million or $(6.4) million depending on the outcome of the November <br />2008 election. <br />• If the City's 911 ballot measure is approved in November, revenue loss $800,000. <br />General Fund reserves reduced from $13.3 million to $12.5 million (excluding <br />refunds). <br />• If the City's 911 ballot measure is not approved in November, revenue loss $2.0 <br />million. General Fund reserves reduced from $13.3 million to $IL3 million <br />(excluding refunds). <br />• If the City's 911 ballot measure is not approved in November, revenue loss to <br />future years is approximately $2.5 million, per year. <br />• Refund of prior taxes paid. The maximum exposure for the refund of prior taxes <br />paid is for one year or approximately $2.5 million. It is not practical, at this time, <br />to estimate the amount of refunds that will ultimately be requested and paid. <br />Refund Process <br />If Council adopts the attached resolution which discontinues collection of the 911 fee then staff <br />will initiate a refund process. Generally, applicants for refunds will be required to complete a <br />refund application form and provide proof of payment (phone bills).
