Conclusions <br />In this Operational Evaluation, we have reviewed various areas that can have a significant <br />impact on sustainability, including: <br />1) DSFRC's relationship to its funding organizations and peer agencies <br />2) DSFRC's ability to meet the needs of its clients /achieve its mission <br />3) DSFRC's organizational stability -especially in terms of key personnel and <br />infrastructure <br />Below is a list of the primary DSFRC strengths and vulnerabilities that contribute to or <br />detract from the areas listed above: <br />DSFRC's Primary Operational Strengths: <br />1) Key leadership personnel have an outstanding reputation with the community, peer <br />agencies, and funding organizations. They are experienced and highly visible. This <br />has a major, positive impact on DSFRC's sustainability. <br />2) DSFRC's succession plans for key leadership personnel are very well constructed and <br />ensure the stability of the executive management staff. This has a major, positive <br />impact on DSFRC's sustainability. <br />3) The childcare centers along with the Alternative Payment Program are now very <br />stable, and receive the majority of the Center's funding. Staff easily fill-in for absent <br />colleagues. This has a major, positive impact on DSFRC's sustainability. <br />4) Funding organizations report that DSFRC uses their money responsibly, as required, <br />and submits reports as requested. This has a major, positive impact on DSFRC's <br />sustainability. <br />5) Except for the childcare centers, DSFRC's services are now all located in one <br />building, making sharing and coordinating resources much easier. This has a major, <br />positive impact on DSFRC's sustainability. <br />DSFRC's Primary Operational Vixlnerabilities: <br />1) DSFRC's client survey mechanism is not effective, which leaves them formally <br />uninformed of haw successful they are meeting the needs of their clients. However, <br />informally, through the use of their current survey system, some infrequent polling, <br />and by inference when looking at the use of DSFRC's services by repeat clients, one <br />can assume that the Center is adequately meeting the needs of clients. The lack of a <br />formal mechanism for accurately measuring DSFRC's success in meeting client <br />needs has a moderately negative impact on DSFRC's sustainability. By upgrading <br />their client survey mechanism, DSFRC may be able to generate data in support of <br />additional funding and make positive, strategic changes in their services. <br />2) The IT department does not have adequate, trained personnel to do the necessary <br />proactive work of the agency, or to fill-in should the IT Director become unavailable. <br />This has a major, negative impact on DSFRC's sustainability. <br />3) Most departments do not have up-to-date operations manuals,. nor do they have a <br />system in place to support this.
