MIlV~UTES Page 12 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />Redevelopment Agency Joint Meeting---July 21, 2008 <br />Mr. Jermanis clarified that these proclamations are ceremonial, and do not have the <br />same impact as an ordinance or resolution; however it appears to add value to the <br />recipients for the documents to come from the entire Council. <br />Councilmember Starosciak commented that she experienced embarrassment by the <br />recent two-day "Dump the Pump" proclamation. She stated that the Council was <br />sharply criticized in the newspaper, but had no say in the matter. Councilmember <br />Starosciak requested that the phrase, "on behalf of the City Council" be removed from <br />the wording of proclamations, to avoid future criticism and embarrassment. <br />Councilmember Gregory concurred with Vice Mayor Stephens and Councilmember <br />Prola that the proclamations he has seen have been mostly benign, and he did not <br />perceive that the "Dump the Pump" situation caused acute embarrassment for the <br />Council or the Mayor. <br />Mayor Santos noted that the majority of the Council was in favor of retaining the <br />current wording and process; however, he assured the Council that he would bring <br />potentially controversial items to the full Council for review. <br />No action taken. <br />C. Matter of Consideration of Placing Potential Ballot Measures on the November 4, 2008 <br />Election Ballot (provides an overview of the three proposed revenue enhancements: 1) <br />modernization of Utility Users Tax (UUT) Ordinance; 2) clarification of the purpose of <br />the Emergency Communication System Access Fee (911 Fee) Ordinance; and 3) Police <br />Services Parcel Tax). <br />Mr. Jermanis provided background on the item. Mr. Carter gave additional detail on the <br />proposed ballot measures for modernization of the UUT Ordinance and clarification of <br />the purpose of the 911 Fee Ordinance, and the reasons for recommending their <br />placement on the November ballot. <br />Staff responded to questions from the Council. <br />Councilmember Gregory suggested that the ballot language specifically state that the <br />measures would have a neutral revenue impact. <br />Mr. Jermanis indicated that if the Council is interested in further consideration of any of <br />the ballot measures, a special meeting could be held on July 28 to consider the measures <br />for placement on the November ballot. <br />Vice Mayor Stephens reminded the Council that a previous Public Safety Parcel Tax <br />failed in better economic times. He stated that he is in favor of pursuing the UUT and <br />9-1-1 Fee, and suggested that the Council approach them incrementally. <br />
