MINUTES Page 14 <br />Ciry of San Leandro Ciry Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />Redevelopment Agency Joint Meeting-July 21, 2008 <br />Councilmember Souza requested clarification that approval of the motions meant that <br />the proposed measures would come back to the Council for a vote to place them on the <br />November ballot. Mr. Jermanis confirmed her understanding of the motions. <br />Councilmember Prola commented that he believed the 9-1-1 Fee would be the most <br />difficult of the three measures to pass. He expressed concern that if the Council waited <br />until 2010 to place the Police Services Parcel Tax on the ballot, the City would have <br />dipped considerably into its reserves for two years. Councilmember Prola stated that he <br />felt there was nothing to lose by placing all three measures on the ballot. <br />Councilmember Souza. commented that she would like to see language for all three of <br />the measures drafted; however, she noted that the 9-1-1 Fee and Police Services Parcel <br />Tax, both of which need two-thirds' voter approval, would be equally difficult to pass. <br />Councilmember Souza stated that if she had to choose between the two, she would <br />choose the Police Services Parcel Tax. <br />Vote on the substitute motion: Ayes: 3; Noes: 4 (Grant, Gregory, Prola, Souza.) <br />Motion failed. <br />• Minute Order No. 2008-022, Motion Directing Staff to Prepare a Report, <br />Resolution(s) and Related Ballot Procedures, If Applicable, for Each of the <br />Agreed upon Ballot Measures. (3142) <br />The City Council appointed the Revenue Ad Hoc Committee of the City <br />Council to author a ballot argument in favor of the proposed measures. <br />M/S/C Grant and Prola. Ayes: 5; Noes: 1 (Stephens); Abstain: 1 (Starosciak) <br />Ms. Williams stated that the last date for measures to be approved for placement on the <br />ballot is August 8, so a final decision would need to be made at the Council's special <br />meeting on July 28; otherwise, another special meeting would need to be called. <br />D.
