PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the Ciry Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />A. Matter of Imposing Liens for Non-Payment of Delinquent Sewer Service Charges, 2008 <br />Business License Tax, 2008 West San Leandro Shuttle Business Improvement District <br />Fees, Code Violation Penalties and/or Weed Abatement Charges, and Solid Waste <br />Service Charges. <br />This being the time and place for the Public Hearing on the above matter, Ciry Manager <br />Jermanis provided background on the matter and introduced Budget and Compliance <br />Manager Mary Ann Perini. Ms. Perini gave a presentation, providing information on <br />the lien process, and noting that the total number and amount of delinquent fees is less <br />than last year. <br />The Hearing was then opened to the public. <br />Chad Pennebaker, Douglas Electronics, Inc., addressed the City Council, <br />commenting that it was discovered that his tenant, Trappco, did not have a business <br />license. Mr. Pennebaker expressed concern that, because Trappco was unable to pay its <br />business license tax, the City is now holding him responsible for payment. <br />Janie M. Kent, San Leandro resident, addressed the City Council, commenting that <br />due to a disability, she has been unable to pay her bills, and has filed for bankruptcy. <br />Ms. Kent stated that her utilities are being shut off and the garbage company plans to <br />place a lien on her property. Ms. Kent commented that she came to the City Council <br />meeting last year with the same problem. <br />Nancy Cochran, MV Public Transportation, Inc., addressed the City Council, <br />requesting that the City allow apportionment in determining business license fees. <br />Ms. Cochran provided a letter to the Council, and stated that only four of MV <br />Transportation's 200 employees provide services to the City of San Leandro. <br />Gene Petersen, A Piano Warehouse, addressed the City Council, protesting the <br />business license tax rate. Mr. Petersen suggested that the City give senior citizens a <br />discounted tax rate. <br />Enrico Lio, San Leandro resident, addressed the City Council, requesting that the <br />Council waive the delinquent administrative penalties which he owes. Mr. Lio stated <br />that he owned the oversized vehicles for which he was fined prior to the adoption of <br />the ordinance, and he requested that his vehicles be grandfathered in. <br />Teddy Tan, Theodore & Doris & Kanghong, USA, Inc., addressed the City <br />Council, commenting that the business owner returned to China in 2005 and the <br />
