CALL TO ORDER <br />The meeting was called to order at 7:05 p.m. <br />A. Pledge of Allegiance to the Flag <br />Mayor Santos led the Pledge of Allegiance to the Flag. <br />B. Roll Call <br />PRESENT: Members Grant, Gregory, Prola, Souza, Starosciak, Stephens; <br />Mayor Santos <br />ABSENT: None <br />2. BUSINESS ITEMS <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />A. Presentation of the Proposed San Leandro Crossings Development at the San Leandro <br />BART Station, a Downtown Transit-Oriented Development (TOD) Project. <br />Mr. Jermanis gave a brief background on the topic, and then introduced Community <br />Development Director Luke Sims. Mr. Sims provided additional background <br />information on the proposed Downtown TOD project, and then introduced staff <br />members Kathleen Livermore, Planning Manager and Phil Millenbah, Senior Planner, <br />who will be working on the entitlements for the project. Ms. Livermore reviewed the <br />project timeline, and introduced Gary Wong of Westlake Development Partners. <br />Mr. Wong introduced the development team, and the members of the development team <br />gave a PowerPoint presentation, providing an overview of the proposed San Leandro <br />Crossings Development. Mr. Wong gave background on Westlake Development <br />Partners. Lydia Tan, Bridge Housing and BETTED, LLC, provided information on Bridge <br />Housing's experience in developing affordable, TOD and infill projects. Two <br />architectural firms, David Baker + Partners for the affordable project and Thomas Cox <br />Architects for the market rate housing and master plan, will be involved in the project <br />design. Thomas Cox, Thomas Cox Architects, addressed site planning and the elements <br />comprising the project. He provided samples of possible architectural styles, and <br />invited the Council to give their input. Ms. Tan concluded the presentation by <br />describing the proposed project benefits, community outreach, and next steps in the <br />process. <br />
