He requested that the Council vote on each measure <br />individually. <br />Public Comments on Item 2.F.: <br />Mayor Santos read from a speaker card submitted by Andrew Basoyan, San Leandro <br />resident, who had to leave the meeting. Mr. Basoyan requested that the Council, in <br />considering all the proposed ballot measures, include an exemption for low-income <br />seniors over 62, with instructions and adequate timeframe to claim the exemption. <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the proposed ballot measures, and the effects they would have on senior citizens. <br />Charles Gilcrest, San Leandro resident, addressed the City Council, suggesting <br />alternative ballot language for the proposed 911 Tax. <br />Tom Silva, representing the Rental Housing Owners Association (RHOA), requested, <br />and was granted, five minutes to speak. <br />Tom Silva, representing the RHOA, addressed the City Council, expressing the <br />RHOA's support for the UUT and 911 Tax, but serious issues with the Police Services <br />Parcel Tax. Mr. Silva provided documents to the Council providing summaries of <br />recent local elections and public opinion polls. Mr. Silva commented that the RHOA is <br />interested in increased police services; however, it would like to see a measure that is <br />equitable and would be passed by the voters. Mr. Silva stated that the RHOA could <br />support a flat parcel tax of under $50 per parcel, but not at a rate of $24 per unit. He <br />suggested possible alternatives to the proposed rates. <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />rates, fees and surcharges are all taxes. Mr. Filipovich stated that renters will incur the <br />greatest impact from the measures, as their rents will increase. <br />End of Public Comments on Item 2.F. <br />The Council engaged in a lengthy discussion regarding the merits and drawbacks of the <br />measures. <br />A motion was made by Councilmember Prola, seconded by Vice Mayor Stephens, to <br />adopt the resolution placing the Utility Users' Tax Ordinance on the November 4, 2008 <br />ballot. <br />
