Current City Council Policy <br />This project is consistent with City Council Resolution No 2007-009 establishing a City of San <br />Leandro greenhouse gas emissions goal to reduce citywide emissions by 25% below 2005 levels <br />by 2020. <br />Previous City Council Action(s) <br />On November 19, 2007 by Minute Order No. 2007-080, City Council authorized the City <br />Manager to execute a Letter of Intent with Siemens Building Technology, Inc. to conduct a <br />detailed engineering study for a co-generation facility at the WPCP. <br />City Council Committee Review and Action <br />• The Facilities Committee was presented with the concept of a co-generation facility at its <br />November 2007 meeting <br />Applicable General Plan Policy <br />Policy 31.04 Air Quality. Requires new development to be designed and constructed in a way <br />that reduces the potential for future air quality problems, such as odors and the emission of any <br />and all air pollutants <br />Policy 52.04 Wastewater Collection and Treatment. Maintain efficient, environmentally sound, <br />and cost-effective wastewater collection and treatment services in San Leandro <br />Permits and/or Variances Granted <br />• Prior to construction of this project, the City will apply for and receive permits from the Bay <br />Area Air Quality Management District <br />Environmental Review <br />• The project is categorically exempt <br />Code Compliance Review <br />• Construction will require a code compliance review by the Community Development <br />Department <br />• This contract includes submission of plans for code compliance review <br />Board/Commission Findings <br />• None <br />Summary of Public Outreach Efforts <br />• None <br />
