CITY OF SAN LEANDRO
STAFF REPORT
DATE:
TO:
FROM:
BY:
September 15, 2008
Stephen L. Hollister, Interim City Manager
Michael Bakaldin, Public Works Director
APPROVED AND
FORWARDED
TO CITY COUNCIL
Stephen L. Hollister
Interim City Manager
Debbie Pollart, Facilities & Open Space Manager
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION APPROVING A CONSULTING SERVICES AGREEMENT BETWEEN THE
CITY OF SAN LEANDRO AND CH2M HILL ENGINEERS, INC., FOR A FACILITIES
CONDITION ASSESSMENT
SUMMARY AND RECOMMENDATION
Staff recommends Council approve the Consulting Services Agreement with CH2M HILL for a
fixed fee of $60,000 (including expenses) to perform a Facilities Conditions Assessment on City
buildings.
BACKGROUND
The Public Works Capital Replacement Program sets the schedule for the replacement of major
building components for all City buildings, subject to funding availability. The Facilities
Condition Assessment will provide a comprehensive audit of 45 City facilities. The physical
audit will consist of a comprehensive view of all workspace, mechanicaUelectrical rooms,
storage, support areas, equipment pads, exterior closure, and grounds, noting any observed
deficiencies. All building infrastructure and support equipment will be inspected for defects,
normal life expectancy and deferred maintenance issues. (A roof survey was completed
separately in 2006 and was utilized to formulate the on-going roof repair projects). The intent of
this effort is to use the report findings and summary cost estimates to define and quantify the
extent of any deferred maintenance, to develop a prioritization schedule for the capital
replacement program, and to develop budgetary requirements.
Current City Council Policy
Not applicable.
Previous City Council Action(s)
Not applicable.
City Council Committee Review and Action
Not applicable.
Applicable General Plan Policy
