B. Hours of construction shall be limited to the hours of 7 a.m. and 7 p.m. on weekdays, or between 8 a.m. and 7 p.m. on Sunday and Saturday. No such construction is permitted on Federal holidays. As used in this Article, "construction" shall mean any site preparation, assembly, erection, substantial repair, alteration, demolition or similar action, for or on any private property, public or private right-of--way, streets, structures, utilities, facilities, or other similar property. Construction activities carried on in violation of this Article may be enforced as provided in Section 4-1-1130, and may also be enforced by issuance of a stop work order and/or revocation of any or all permits issued for such construction activity. VII. GE1~IERAI, CONDITIONS A. There shall be no outdoor storage of any type on the property, specifically in the driveway areas. The garages and driveways shall be kept free of obstruction and available for their designated use for vehicle parking at all times. The driveway area adjacent to the existing dwelling and the existing two-car garage shall be posted and kept unobstructed to maintain emergency vehicle access to the rear portion of the property, to the satisfaction of the Fire Department. B. All garbage and recycle bins for each residence shall be kept between the two residences out of view from the public right-of--way on non-service days. C. The approvals granted by the City as a result of this application, as well as the Conditions of Approval, shall be recorded in the office of the County Recorder of Alameda County. D. No application for amendment of the application or Conditions of Approval may be accepted or submitted for processing by the City unless (i) there is full compliance with all terms of the application and Conditions of Approval; or (ii) the Community Development Director waives compliance with the terms of the application and Conditions of Approval pending application for the amendment. E. The applicant and/ar property owner shall be responsible for assuring that any successor in interest who assumes responsibility far this zoning approval is informed of its terms and conditions. F. Construction shall commence within one (1) year following Zoning Enforcement Official approval of the Site Plan Review and Administrative Exception (April 15, 2009) and shall be substantially completed one year after commencement of construction. For the purpose of compliance with this condition, commencement of construction shall be defined as the pouring of the foundation for the addition to the existing detached two-car garage to create the new secondary dwelling.
